The Regulatory Affairs Supervisor provides leadership and operational oversight for the Regulatory Affairs function, managing the day to day activities of a team of regulatory compliance professionals. This role is accountable for high level management, evaluation, mentorship, and coaching of direct reports, ensuring strong performance and execution of core regulatory responsibilities.

In partnership with the Regulatory Affairs Manager, the Supervisor plays a critical role in maintaining organizational compliance with complex requirements issued by the Centers for Medicare and Medicaid Services (CMS), Department Health Care Services (DHCS), Department of Managed Health Care (DMHC), and Covered California, as these apply to the team’s assigned line of business. This position serves as the secondary liaison to regulatory agencies, representing the Plan in regulatory interactions and supporting strategic compliance activities.

The Regulatory Affairs Supervisor acts as an expert internal resource, providing advanced analysis and interpretation of regulatory policy guidance and offering guidance to Business Units to ensure alignment with regulatory and contractual obligations. This role collaborates cross functionally to support enterprise wide compliance, risk mitigation, and readiness for regulatory audits and inquiries.

1. Maintain robust monitoring and communication systems for emerging legislative, regulatory, and administrative developments. Communicate effectively with leaders across all levels of the organization to build awareness, alignment, and accountability related to federal and state regulatory requirements and guidance. Support preparation for regulatory audits and facilitate team participation in agency calls and follow up activities.
2. Provide operational leadership for the Regulatory Affairs Unit, ensuring optimized productivity, strong quality, and high accuracy of all regulatory deliverables. Oversee day to day execution of regulatory responsibilities across assigned lines of business, ensuring compliance with complex federal, state, contractual, and accreditation requirements.
3. Manage full lifecycle talent activities for Regulatory Affairs team members, including recruitment, coaching, skills development, performance evaluation, and workforce planning. Conduct performance reviews of each team Member within IEHP guidelines.
4. Design, refine, and implement standard work processes and quality controls—including AI response monitoring workflows—to improve organizational efficiency, regulatory consistency, and the accuracy of submissions and public facing content. Support policy and procedure review and refinement; collaborate with analysts and operational teams to strengthen departmental and enterprise policies to ensure compliance across all lines of business.
5. Partner with the Regulatory Affairs Manager to ensure comprehensive policy and procedure review, ensuring alignment with regulatory contracts, amendments, federal and state statutes, DMHC/DHCS letters, CCA guidance, bulletins, and alerts.
6. Provide advanced regulatory expertise to business units by guiding interpretation, communication, and implementation of evolving regulatory guidance, policies, and contractual obligations.
7. Partner with the Regulatory Affairs Manager to represent the department on internal and external committees, workgroups, and engagements with regulators, contributing to presentations, analyses, and strategic discussions.
8. Collaborate with Government Affairs on responses to trade association inquiries, ensuring alignment with regulatory standards and IEHP policy positions.
9. Identify regulatory risks and potential non compliance; partner with Compliance Audit & Oversight and operational teams to develop, implement, and track corrective action plans—including corrective actions related to AI generated content accuracy and compliance.
10. Co manage the enterprise regulatory reporting calendar, directing team members to ensure timely, accurate submission of all deliverables to regulatory agencies.
11. Perform any other duties as required to ensure Health Plan operations and department business needs are successful.

Education & Requirements 

• Minimum of three (3) years of progressively responsible experience within a managed care health plan or closely related industry, with direct, hands on expertise in compliance requirements established by CMS, DHCS, DMHC, and/or Covered California required
• Demonstrated experience engaging directly with regulatory agencies, including managing inquiries, submissions, and regulatory interactions
• Extensive experience in health care delivery systems, including Medicaid Managed Care Plans (MCPs), Medicare Advantage, Medicare Part D, Special Needs Plans (SNPs), and/or Commercial Managed Care. Background in navigating multifaceted regulatory environments and supporting complex program operations is highly valued
• Bachelor's degree from an accredited institution required
• Master’s degree from an accredited institution preferred
• Certified in Healthcare Compliance (CHC) or successful completion to obtain within one (1) year of employment

Key Qualifications

• Valid California Driver’s License preferred
• Demonstrated knowledge of advanced principles and practices of managed care operations
• Deep understanding of Federal and State regulatory frameworks governing Medi-Cal (Medicaid), Medicare, and related statutory and regulatory authorities, including Title 19 (USC) / Title 29 (USC and CFR), Title 22 (CCR), Title 28 (CCR), Title 42 (USC and CFR), California Welfare and Institutions Code (WIC), and the California Health and Safety Code
• Strong command of project management principles to support effective planning, execution, and oversight of regulatory initiatives
• Demonstrated strong leadership capabilities and highly effective interpersonal skills, with the ability to guide, influence, and collaborate across diverse teams
• Exceptional verbal and written communication skills that support clear, precise, and high impact messaging to all organizational levels
• Advanced analytical proficiency with the ability to assess complex regulatory issues and develop strategic solutions
• Strong organizational and prioritization skills to manage multiple high stakes responsibilities efficiently
• Proficient in Microsoft Office applications, including Word, Excel, PowerPoint, and Outlook
• Ability to consistently integrate and demonstrate the Plan’s mission, vision, and values through decision making, leadership behaviors, and operational practices
• Skilled in maintaining a high level of diplomacy and professionalism in complex and sensitive situations
• Strong ability to analyze multifaceted regulatory requirements and translate them into actionable guidance

• Demonstrated ability to build and sustain effective working relationships with internal departments and external agencies
