Enterprise Project Manager
Location:
Columbia, SC Role is onsite with the POTENTIAL for hybrid work once the resource is well acclimated - ratio of onsite/remote days will be at the manager's discretion.

Candidate location: No South Carolina residency required. Open to nationwide candidates. All travel-related costs for onsite work will be the responsibility of the resource no matter the frequency of onsite work.
Project Scope:
The client is seeking an experienced Enterprise Project Manager to lead and deliver complex enterprise-level IT, regulatory, compliance, and business transformation initiatives. This role combines project management and business analysis responsibilities to ensure successful project delivery from initiation through implementation.
The consultant will oversee project planning, scheduling, budgeting, risk management, stakeholder engagement, requirements gathering, process improvement, change management, and project governance activities. The role requires close collaboration with executive leadership, business stakeholders, vendors, technical teams, and agency partners to drive project success and ensure alignment with organizational goals.
The selected candidate will report directly to the Director of Administrative IT or designated project executive and will be responsible for maintaining project transparency through comprehensive documentation, executive reporting, dashboards, and stakeholder communications.
Key Responsibilities:
Project Management
  • Leadend-to-end project delivery including scope, schedule, budget, quality,risk, communications, and resource management.
  • Develop andmaintain project plans, schedules, work breakdown structures (WBS), RAIDlogs, status reports, and executive dashboards.
  • Coordinatecross-functional teams including IT staff, vendors, business stakeholders,SMEs, and agency partners.
  • Facilitateproject workshops, planning sessions, stakeholder meetings, and governancereviews.
  • Identifyproject risks, issues, dependencies, and implement mitigation strategies.
  • Managevendor relationships, Statements of Work (SOWs), procurement activities,and contract oversight.
  • Ensurecompliance with agency policies, security standards, records managementrequirements, and project governance frameworks.

Business Analysis
  • Leadrequirements gathering sessions, stakeholder interviews, workshops, andprocess discovery activities.
  • Documentbusiness, functional, non-functional requirements, user stories, andacceptance criteria.
  • Analyze andredesign business processes, workflows, and operational procedures.
  • Developcurrent-state and future-state process maps, workflow diagrams, and dataflow documentation.
  • Collaboratewith architecture, infrastructure, security, and data teams to translaterequirements into solution designs.
  • Supportsolution evaluations, build-versus-buy analysis, and integration planning.

Change Management & Adoption
  • Developchange management and communication strategies.
  • CoordinateUser Acceptance Testing (UAT), deployment planning, cutover activities,and production readiness.
  • Supportorganizational adoption through training, communication, user feedback,and continuous improvement initiatives.
  • Monitorpost-implementation performance and adoption metrics.

Required Skills & Experience:
• 7+ years of Project Management experience managing moderate to highly complex initiatives.
• Strong experience in Business Analysis, requirements gathering, and process redesign.
• 5+ years of experience managing enterprise IT, regulatory, compliance, or large-scale business projects.
• Experience managing multiple concurrent projects and workstreams.
• Strong project scheduling, planning, and resource management skills.
• Experience facilitating stakeholder workshops and executive-level communications.
• Ability to identify, analyze, and improve business processes.
• Experience developing project governance documentation and project reporting artifacts.
Preferred Skills:
• Enterprise Program or Portfolio Management experience.
• Experience with procurement processes, vendor management, and contract oversight.
• Knowledge of project governance frameworks and organizational change management.
• Experience supporting government, public sector, or highly regulated environments.
• Strong process mapping, workflow analysis, and business transformation experience.
EducationBachelor's Degree in Business, Information Technology, Project Management, or related field.Preferred Certifications
