POSITION SCOPE AND ORGANIZATIONAL IMPACT
The Project Engineer, Energy Preconstruction supports the front-end development of Moss's utility-scale energy EPC projects. This entry-level role provides vital coordination and technical support during the preconstruction phase-specifically in the preparation of proposals, management of RFPs/RFIs, document control, and project planning activities.
Serving as a critical connector between Estimating, Engineering, Procurement, and Operations, this role offers early exposure to the full project lifecycle and is designed as a foundation for career growth within Moss's energy division.
ESSENTIAL JOB DUTIES AND RESPONSIBILITIES
  • Support the development and submission of responses to Requests for Proposals (RFPs), RFIs, and RFQs for utility-scale solar and BESS projects.
  • Assist in analyzing solicitation documents to identify key proposal requirements, strategy, and response structure.
  • Prepare, format, and manage high volumes of client-facing documents, proposals, and reports.
  • Track and manage proposal timelines, deliverables, and internal deadlines to ensure on-time submission.
  • Monitor relevant competitive procurement opportunities, managing the bid opportunities pipeline and circulating opportunities to the appropriate stakeholders.
  • Maintain, augment, and improve library of reusable components, templates, and processes to reduce response time and improve quality on future bids.
  • Contribute to a collaborative team environment by sharing insights, offering process improvements, and helping teammates where needed.
  • Demonstrate a learning mindset by seeking feedback, gaining technical knowledge about solar and BESS construction, and building cross-functional awareness.

EDUCATION AND WORK EXPERIENCE
  • Bachelor's in Construction Management, Engineering, Business, or related field.
  • 0-1+ years of experience in solar, BESS, construction, or estimating (internships included).
  • Strong writing, organization, and multitasking skills.
  • Proficient in MS Office; experience with Smartsheet, Bluebeam, or estimating tools is a plus.
  • Team-oriented, detail-focused, and eager to grow in the solar and BESS construction industry.
  • Proven ability to work across organizations with effective communication, leadership, and project management skills.
  • Proven attention to detail.
  • Excellent writing, grammar, and spelling ability.
  • Excellent presentation and written/oral communication skills.
  • Ability to work in a deadline-conscious, results-driven environment.
  • Ability to travel up to 10% to complete pre-bid site visits during the bid process.
