Position Overview
Provides technical, administrative, and analytical support to the Regulatory Compliance Manager in the regulatory compliance functions of the City's Water Reclamation and Drinking Water Plants. The intern assists with data management, reporting preparation, recordkeeping, and regulatory research while gaining practical experience in municipal water and wastewater compliance.
Position Functions
Under the direct supervision of the Regulatory Compliance Manager, the position will:
  • Assist with preparation and organization of regulatory compliance reports for wastewater and drinking water facilities (e.g., DMRs, MORs, permit-required submittals).
  • Maintain and organize regulatory records and compliance documentation to support audits, inspections, and historical trend analysis.
  • Assist with data entry, verification, and quality checks for operational and laboratory data used in compliance reporting. (Audit database WRF analog summary report)
  • Support tracking of permit conditions, monitoring requirements, and reporting deadlines.
  • Assist in compiling and summarizing water quality and operational trends for review by management and technical staff.
  • Conduct regulatory research on state and federal water and wastewater regulations and summarize findings.
  • Assist with coordination of laboratory sampling schedules and results tracking under direction of the Regulatory Compliance Manager.
  • Assist with preparation of internal reports, spreadsheets, charts, and presentations related to compliance activities.
  • Participate in meetings, site visits, and training activities as appropriate for educational development.
  • Perform general administrative tasks related to regulatory compliance, including filing, scanning, and document control.
  • Perform additional duties as assigned, consistent with intern-level responsibilities.
This position does not perform independent regulatory sign-off, licensed operator duties, or final compliance determinations.
Qualifications
MINIMUM QUALIFICATIONS:
  • High school diploma or GED is required for this role
  • Current enrollment in an undergraduate or graduate degree program in Environmental Science, Environmental Engineering, Civil Engineering, Public Administration, Chemistry, Biology, or a closely related field, with an interest and aptitude to work in environmental permitting, regulatory reporting, compliance monitoring, and state/federal water quality regulations.
  • Valid driver license. Must obtain Florida driver license within thirty (30) days of employment.
PREFERABLE QUALIFICATIONS:
  • Coursework in water, wastewater, environmental regulations, or laboratory sciences.
  • Experience with data analysis, reporting, or technical writing.
  • Familiarity with regulatory agencies such as FDEP, EPA, or local utilities (academic exposure acceptable)
  • Experience with excel spreadsheets, tables and formulas
  • Willingness to adopt AI and emerging technologies.

Supplemental Information
Applicants will be required to complete a Disclosure & Authorization Regarding Background Investigation, a Confidentiality Agreement and a criminal Background Screening.
Driving history for the past three (3) years must reflect no violations of a driving related felony offense, or driving under the influence (DUI) which includes both drugs and alcohol, reckless driving, or hit and run involving an occupied vehicle or attended property, or an accumulation of traffic violations, plus three (3) points for each attendance at driving school (regardless of whether points were assessed against the license) where the penalty points do not exceed twelve (12).
Position is considered at-risk for exposure to Hepatitis B during performance of regular duties. An acceptance/declination of vaccination form is required.
