About the Project

The Client  is implementing a new State-Based Marketplace (SBM) as part of the Senate Bill 972 initiative to transition their health insurance market place from the Federal Platform (SBM-FP) to a fully state-operated marketplace. This project supports the development of a new marketplace platform that will provide electronic access to health insurance enrollment and eligibility services for Oregon residents.

Key Responsibilities
  • Review business requirements, user stories, process flows, and acceptance criteria to ensure testability.
  • Develop and maintain Requirements Traceability Matrix (RTM).
  • Create, execute, and maintain UAT test plans, test cases, test scenarios, and test data.
  • Perform manual User Acceptance Testing (UAT) and document detailed test results.
  • Conduct regression, integration, exploratory, accessibility, performance, and security testing.
  • Log, track, and validate defects using Jira and participate in defect triage.

  • Participate in Agile Scrum ceremonies including sprint planning, stand-ups, reviews, and retrospectives.
  • Contribute to release readiness assessments and go/no-go recommendations.
  • Ensure system functionality aligns with ACA regulations, Marketplace policies, and state and federal requirements.
  • Identify testing improvements and collaborate with automation engineers on future automation opportunities.
Required Qualifications
  • Strong experience with User Acceptance Testing (UAT), SDLC, and Agile/Scrum methodologies.
  • Experience translating business and technical requirements into detailed test cases.
  • Hands-on experience designing and executing complex testing scenarios.
  • Proficiency with Azure DevOps, Jira, or similar test management and defect tracking tools.
  • Strong analytical, troubleshooting, and problem-solving skills.
  • Excellent communication and stakeholder management skills.
  • Ability to work independently and manage multiple priorities.
  • Knowledge of accessibility standards (WCAG), security testing, and performance testing concepts.
  • Experience identifying testing risks and recommending mitigation strategies.
  • Strong collaboration skills across business and technical teams.
Preferred Qualifications
  • Experience with Health Insurance Exchanges (HIX), including State-Based Marketplaces (SBM) or SBM-FP.
  • Knowledge of ACA Marketplace regulations, eligibility, enrollment, APTC/CSR, Special Enrollment Periods, and federal compliance.
  • Experience supporting Marketplace integration with Medicaid systems (MAGI eligibility, account transfers, coordinated eligibility).
  • Experience with GetInsured or similar Marketplace platforms.
  • Familiarity with Selenium, Playwright, Robot Framework, or other automation tools.
  • Experience preparing and managing complex test data.
  • Background in Business Analysis or broader QA disciplines.
