Job description

This is a future/ general interest posting.Axiom Consultants, Inc, is seeking an experienced Human Resources Analyst to provide support to the NOAA Office of Ocean Exploration (OER). The Human Resources Analyst will provide administrative services for OER's personnel coordination and onboarding processes. They will provide technical and administrative services for the development, maintenance, and refinement of office procedures and instructional / process documentation. Responsibilities include:Onboarding/Off-boarding Coordination: Coordinating and tracking documentation for new and departing personnel (including staff, interns, and partners) to ensure timely access to NOAA facilities, IT systems, and vessels.Personnel Security and Credentialing: Coordinating the eApp/SF-85 initiation process, coordinating fingerprinting, and tracking all background investigation and CAC/PIV paperwork through the final adjudication and issuance cycle.Administrative Documentation: Preparing and tracking of non-decisional personnel-related forms, recruitment packages, and contract administration files.System Data Entry: Performing data entry into NOAA administrative and HR tracking systems (e.g., RADS, ACS, HR Connect)Standard Operating Procedure (SOP) Development and Review: Drafting and reviewing SOPs and other instructional manuals to ensure office continuity and standardized operations.Process Documentation: Developing and updating process workflows and technical documentation for electronic applications and office-wide proceduresMinimum Requirements:U.S. CitizenBe able to pass background screening prior to employment.Bachelor's degree in a relevant area or equivalent years of education and experience.2+ years of experience supporting human resources operations.Must have strong oral and written communication, problem-solving skills, and be a team player.Working knowledge of MS Excel, Word, PowerPoint, SharePoint, Teams and Outlook.Federal contracting experience a plus.Axiom offers competitive compensation packages including comprehensive medical/dental/life insurance and matching 401(k) contribution.Equal Opportunity Employer/Protected Veterans/Individuals with DisabilitiesThe contractor will not discharge or in any other manner discriminate against employees or applicants because they have inquired about, discussed, or disclosed their own pay or the pay of another employee or applicant.
