Position Summary 

The Senior/Lead I&C Engineer will provide technical leadership for instrumentation and controls scope supporting a new nuclear fuel facility. This role will lead control system design, safety-related controls, PLC/DCS/SIS integration, instrument specification, logic development, and controls deliverables for nuclear, chemical, DOE, or high-hazard facility systems. 

The position requires a senior I&C engineer capable of leading design work, coordinating controls interfaces across engineering disciplines, supporting hazardous location and safety-related controls decisions, and guiding implementation from design through testing, commissioning, and startup. 

Responsibilities 

  • Lead I&C engineering design activities for process control, safety-related controls, monitoring, interlocks, alarms, and facility control systems. 
  • Develop, review, and approve control narratives, logic diagrams, instrument specifications, instrument datasheets, loop diagrams, I/O lists, wiring diagrams, and control system architecture documents. 
  • Lead PLC, DCS, SIS, HMI, SCADA, alarm management, interlock, data acquisition, and safety-related controls design activities. 
  • Support hazardous location evaluations, safety-related control requirements, process safety reviews, operability reviews, design reviews, and safety basis interfaces. 
  • Coordinate I&C interfaces with process, piping, mechanical, HVAC, electrical, cybersecurity, radiological controls, safety basis, construction, vendors, commissioning, and operations teams. 
  • Review vendor control system packages, instrument submittals, factory acceptance test documentation, software configuration, and system integration deliverables. 
  • Provide technical direction to engineers and designers supporting control panels, instrumentation, field installation, testing, calibration, commissioning, and turnover. 
  • Maintain technical quality, configuration control, schedule alignment, and clear communication with project and client leadership. 

Requirements

Requirements 

  • Bachelor's degree in electrical engineering, controls engineering, chemical engineering, computer engineering, mechanical engineering, or a related engineering discipline. 
  • 10+ years of I&C engineering experience supporting PLC, DCS, SIS, process controls, nuclear, DOE, chemical, high-hazard, or highly regulated industrial facilities. 
  • Strong experience with control narratives, logic diagrams, instrument specifications, loop diagrams, hazardous locations, safety-related controls, and integrated control systems. 
  • Demonstrated ability to lead I&C design work and coordinate complex controls interfaces across multiple engineering disciplines. 
  • Knowledge of field instrumentation, I/O architecture, alarms, interlocks, calibration, functional testing, commissioning, and configuration management. 
  • Strong technical writing, leadership, communication, review, and troubleshooting skills. 
  • Ability to obtain and maintain required site access, training, and security clearances. 
  • Due to the nature of the government contract requirements and/or clearances requirements, US citizenship is required. 

Preferred Qualifications 

  • Experience with nuclear fuel facilities, uranium processing, hot cells, gloveboxes, GTS, chemical process controls, or safety significant control systems. 
  • Experience with Allen-Bradley, Siemens, Emerson, Honeywell, Yokogawa, Schneider, GE, Wonderware, Ignition, or similar platforms. 
  • Professional Engineer license, ISA certification, functional safety experience, or control system cybersecurity background. 
  • Active DOE L or Q clearance. 

Education and Experience 

Bachelor's degree in electrical engineering, controls engineering, chemical engineering, computer engineering, mechanical engineering, or a related discipline and 10+ years of relevant experience, or an equivalent combination of education and experience.
