About the role:

As a Lead Delivery Stream Engineer, you will provide senior technical and execution leadership for Cranes and Fuel Handling Equipment (FHE) procurement and delivery activities supporting both domestic and internation projects. This role is responsible for driving complex procurement execution across the full lifecycle, including design, pre-purchase order (PO) planning, PO placement, and post-PO oversight, delivery and turnover to the customer.

You will lead supplier engagement efforts, support supplier qualification and capacity assessments, and guide the resolution of complex technical, commercial, and schedule challenges. You will support advanced project execution responsibilities such as integrated schedule development, risk and opportunity management, cost and performance monitoring, and achieve defined financial and schedule milestones. The Lead Delivery Steam Engineer serves as an important technical interface between Supply Chain, Design, Quality, Projects and external suppliers, and lead the onboarding and training of junior Delivery Stream Engineers.

You will report to the Cranes and FHE (WBS 6) Manager within APX supply chain. This role can be remote or based in Cranberry Township, PA or Shoreview, MN.

Key Responsibilities:
  • Supplier Strategy and Procurement Planning:
    • Promote/Support Supplier Identification and down selection.
    • Promote/Support completion of Supplier Technical Evaluations and Quality Audits.
    • Promote/Support completion of NDA/PIA negotiations.
    • Lead Request for Quotation (RFQ) package creation (i.e., draft SAP requisition for RFQ including all technical and quality requirements).
    • Collaborate with design engineering and quality to develop appropriate document submittal and witness and hold point (W&HP) requirements.
    • Lead Supplier Design Proposal / Compliance Matrix review meetings.
  • Supplier Oversight:
    • Create Manufacturing and Process Plan estimates for use in design option selection or validation of cost and schedule.
    • Develop supplier oversight labor plans and work with Supplier Performance Engineering, Supplier Quality and Fab Follow Engineering to ensure resources are available and support supplier manufacturing and delivery.
    • Accomplish Supplier Oversight Quality Assurance (QA) Technical Witness and Hold Points.
  • Supplier Development & Management:
    • Promote cost and schedule certainty / reductions through supplier management efforts.
    • Create Agendas and Lead Kick-Off meetings with Suppliers.
    • Conduct scheduled meetings (e.g., bi-weekly, weekly) with Supplier and Westinghouse Project Support Team Members.
    • Manage/Promote Westinghouse Project Support Team Execution.
    • Manage execution of required Supplier QA Witness and Hold Points.
    • Review supplier submittals and manage Westinghouse's review performance, by coordinating resource allocation with management.
    • Hold pre-job briefs and kick-off meetings for important/critical PO manufacturing activities.
    • Develop/Support Purchase Order (PO) Change Requisitions / Notices.
    • Provide regular Project Schedule updates.
    • Provide periodic Customer Status updates.
  • Group Development and Leadership:
    • Support/Lead recruiting, onboarding and training of new or entry level Delivery Stream Engineers, including developing and maintaining training requirements, materials and development processes.
    • Mentor and/or manage junior engineers and interns.
    • Support the WBS manager, providing feedback to the Westinghouse performance management processes.
    • Demonstrate supply chain technical leadership as the Subject Matter Expert (SME) for WBS 6 commodities and supply chain delivery stream processes.
    • Support group, department and organization strategy development and implementation efforts.
Qualifications:
  • Bachelor's Degree or higher in Engineering.
  • Minimum 10 years of relevant experience, preferred in the Power Generation or Nuclear Industries, with manufacturing and supply chain experience.
  • Proficiency with software applications including SAP, and Microsoft Excel, Word, PowerPoint, Project, Copilot and Teams.
  • Willingness to travel to support supplier development, oversight and emergent project issues.

We are committed to transparency and equity in all of our people practices. The base salary range for this position, which is dependent upon experience, qualifications and skills, is estimated to be $116,800 to $146,000 per year.
