Summary
The Environment, Health, & Safety (EH&S Manager is responsible for establishing, developing, and managing the environmental, health, and safety (EH&S) programs. The EH&S Manager identifies and mitigates EH&S risks in support of business performance and reliability goals. This is a full-time exempt position and reports to the Director of Health and Safety. This position is located in Baltimore, MD and provides regional support to company locations including Washington, DC, Morgantown, WV, and Atlanta, GA and other locations as needed. This position is expected to be in the office on average five days per week. Approximately 5-10% travel to regional locations and more frequent local site travel are expected.
The compensation range for this position is $110-140K plus a 20% bonus target.
Responsibilities
  • Establishes and manages programs directed toward the continuous improvement of EH&S objectives.
  • Integrates EH&S objectives into all functions within the business unit.
  • Provides regulatory expertise to strategize and maximize company position within safety, health, environmental, and sustainability/green programs.
  • Interact with regulatory officials on behalf of the company.
  • Coordinates environmental, health, and safety programs with an emphasis placed on identification and communication of green initiatives and regulatory compliance to site management, supervision and employees. Provides support to all site departments and interact with all levels of the company in a project manager function to promote sustainability and green efforts.
  • Identify EH&S risks and provides mitigation plans which are consistent with business performance, reliability goals, and regulatory requirements. Establish and maintain management systems that support company goals and meet/or exceed regulatory requirements.
  • Develop and manage site EHS budget.
  • Provide air emissions and permitting regulatory expertise. Develops long term strategies to enhance company's stake in economic based compliance programs such as RGGI CO2 Budget, NOx RACT, Title V permitting, etc.
  • Provide regulatory expertise for environmental requirements such as NPDES Permits, 3.16.b, Storm Water MSGP and SWPPP, Wastewater Treatment, Hazardous Waste Management, etc.
  • Audit EH&S program implementation. Works closely with managers and supervisors to ensure effective implementation and enforcement of EH&S policies and procedures, including inspections.
  • Serve as contact to regulatory agencies; negotiate new and modifications to facility permits; provide notification to government agencies, as required.
  • Supervise and Manage EH&S Specialists and interns as needed.
  • Develop and manage emergency response and contingency planning (FRP, SPCC, etc.) efforts; coordinate facility program with response contractors and Government Agencies.
  • Serve as planning Team Leader for Toxic Use Reduction and Storm Water Pollution Prevention.
  • Serve as Chairperson of the plant Safety and Green Team committees.
  • Work with site managers and supervisors to conduct accident/incident investigations. Conduct root cause analysis and recommend corrective actions to prevent re-occurrence. Maintain and manage Ventiv incident and insurance reporting software.
  • Lead and coordinate facility testing - combustion equipment stack testing (RATA), wastewater discharge, stormwater, NPDES, and waste characterization.
  • Manage environmental record-keeping and reporting program. Prepare reports for regulatory submittal. Maintain plant environmental records including permits, compliance data, training records, etc.
  • Audit EHS program implementation, conduct facility inspections and provide compliance status report to management.
  • Develop, coordinate, and conduct EHS training for employees, contractors, or visitors on topics such as accident investigation, safety inspections, use of protective equipment, confined space entry, lockout tagout, respiratory protection, etc.
  • Act as site training coordinator for administering online and classroom training.
  • Develop hazard control methods, procedures, and programs. Coordinate work-site evaluations and conduct job hazard analyses with respect to chemical, physical, biological and other hazards.
  • Audit and measure the effectiveness of hazard controls and hazard control programs. Communicates the results to management.
  • Oversee Workers Compensation management and fit for duty/return to work programs with supervisors/managers and HR.
  • Coordinate Industrial Hygiene (IH) program, conducts inspections, schedules consultant services, ensures collection of quality data. Maintain facility chemical inventories, reportable quantities, and Safety Data Sheets in GSM software.
  • Maintain a variety of records and documents for OSHA and other regulatory compliance purposes.
  • Observe and comply with all standard safety codes and practices, and performs work in accordance with recognized trade and company standards and, where applicable, local, state, and federal laws.
  • May be required to work evenings and weekends.

Basic Qualifications
  • Bachelor's degree in Environmental Science, Occupational Safety & Health, Engineering, Chemistry, or equivalent Minimum of 8 years' experience with safety and environmental programs in a utility or manufacturing industry.
  • Must be familiar with Federal, state, and local regulations.
  • Strong interpersonal and written communication skills are required. Requires individual with a high degree of professionalism and collaboration.

Preferred Qualifications
  • Master's degree.
  • ERM, CSP and TURP certification(s).
  • Detail oriented, able to take direction and handle multiple tasks, prioritize work effectively, and see a work project through to completion.
  • A willingness to acquire new skills and utilize technology to streamline processes and problem solve is essential.
  • Requires the ability to work well independently and effectively with others on a daily basis.
  • Emergency Status Designation: Essential; EH&S Incident Coordinator/Commander, Qualified Individual alternate.

Physical Requirements
  • Must submit to company required pre-employment drug screening and physical exam.
  • Must possess a valid driver license in good standing in order to operate a company vehicle. Must have and maintain a driving record meeting the standards of the company.
  • The employee will be required to wear personal protective equipment and clothing where appropriate because of their work around potential hazards such as loud noise, airborne particles, vibration and hazardous materials. This protective equipment includes, but is not limited to, safety eyewear, footwear, hard hat, gloves, hearing protection, respiratory protection, and specialized clothing where applicable.
  • Must be able to work in extremes of hot and cold temperatures and inclement weather conditions. Must be able to work internally in the physical plant and externally on the facility's grounds or at other company sites.
  • Must be able to tolerate dust and other airborne particles and other materials such as diesel and lube oils.
  • Under certain conditions while working in the plant, may be required to wear a respirator - respirators are required in specified areas, therefore the employee will be issued with and trained in the proper use of this equipment.
  • Must adhere to personal hygiene grooming standards from a safety perspective
  • May require repetitive stooping, bending, climbing, reaching, and carrying; intermittent lifting, and moving up to 50 lbs.
  • Must be able to work from ladders, scaffolds, high-lifts, and in confined spaces.
