Key Responsibilities
The Office of Homeless Services (OHS) is seeking a highly skilled Data Analyst to conduct a comprehensive assessment of the state's homelessness data collection, reporting, and performance measurement practices. This time limited position will evaluate the effectiveness of current data systems, identify opportunities to improve data quality and utilization, and develop a strategic framework for measuring the effectiveness of Utah's homeless services system.
The successful candidate will work closely with OHS staff, grantees, and external stakeholders to identify best practices for collecting, analyzing, and utilizing data to support strategic decision-making, continuous quality improvement, funding decisions, and accountability across the statewide homeless services system.
This is a temporary, time limited position, expected to conclude on June 30th 2027
The Data Strategy Analyst will:
  • Conduct a comprehensive review of Utah's current data collection practices, databases, reporting processes, performance measures, and data governance practices.
  • Assess how existing data is used to inform funding decisions, program oversight, contract management, policy development, and system performance.
  • Identify gaps in current data collection that limit the Office's ability to evaluate program effectiveness, client outcomes, and system performance.
  • Evaluate opportunities to streamline data collection while reducing unnecessary administrative burden on service providers.
  • Assess opportunities to integrate data across existing systems and identify future data integration needs.
  • Prepare written findings and present recommendations to state leadership.

Qualifications

  • Strong demonstrated alignment or programmatic experience with Utah Code 35a-16-801
  • Awareness of Utah's homelessness governance system, including prior work with the Utah Homeless Services Board
  • Demonstrated experience evaluating complex data systems and developing enterprise data strategies.
  • Experience designing performance measurement frameworks and outcome evaluation systems.
  • Knowledge of data governance, data quality management, business intelligence, and performance management.
  • Demonstrated ability to engage diverse stakeholders and translate complex analyses into actionable recommendations.
