Job description

Purpose and Impact: Provides deployed security services across ZENITH program components for the full range of security disciplines, including personnel security, information security, operational security, program protection, compartment security, and physical security. Program has six program teams working across four customer locations.
Work Schedule: 8 hours per day x 5 days weekly.
Essential Responsibilities: Program Security Officers (PSO) provide comprehensive security assistance and oversite to all facets of the program, including operational security/program protection, personnel, physical/technical, industrial, and information systems security:
  • Provide security advice and assistance to industrial partners and venders.
  • Provide security advice and support program personnel and industry partners on personnel security, such as required paperwork for personnel security clearances; appropriate clearance levels; tracking/checking status; ensuring paperwork is complete prior to submission; and ensuring the personnel security database of record is accurate and current.
  • Perform as required Contracting Officers Security Representative (COSR) duties in providing physical security guidance, inspections, and accreditation of Sensitive Compartmented Information Facility (SCIF) at partner sites.
  • Investigate security incidents and potential security violations. Within 24 hours of completing investigation, provide a Security Investigation Summary Report.
  • Provide advice and assistance regarding Sensitive Compartmented Information (SCI) Control System, including classification management and classification review of information specifically protected under the program office.
  • As required, develop documents required to establish new compartmented programs. At a minimum, this will include the establishment memorandum and/or checklist, indoctrination briefing, and classification guide.
  • Based on mission changes, update documents required to maintain compartmented programs. At a minimum, this will include the establishment memorandum and/or checklist, indoctrination briefing, and classification guide.
  • As required, at the conclusion of program operations and/or activities, deploy disestablishment memorandum and ensure debriefing of 100% of briefed personnel.
  • As required, complete annual DNI Controlled Access Oversight Committee (CAPOC) reporting.
  • Create training materials and provide security awareness to program personnel and industry partners as a result of policy or procedure change, security incidents, or initiation of new program activity.
  • Update training material and security awareness documents, as needed or at a minimum annually. Training material updates shall integrate, at minimum, trends, best practices, process/policy/regulations updates, and new or emerging treat, risks, or vulnerabilities.
  • Create and maintain appropriate security documentation, such as program security plans, program protection plans, and CONOPS. Assist in developing, documenting, and maintaining program security processes, security manuals, and standard operating procedures.
  • Work with various customers components to ensure timely approvals, accreditations, etc.; synthesizing security requirements, advising on viability of alternate approaches.
  • Possess a basic understanding of Communication Security (COMSEC) including serving as a COMSEC custodian as required.
  • Brief and debrief personnel and ensure accurate personnel security data is documented/represented in sponsor's system(s) of record.

Work Environment, Physical Demands, and Mental Demands: Daily work in an office environment, with occasional local or CONUS travel.
Minimum Requirements (Knowledge, Skills, and Abilities): At least 7 years of experience working as a security officer in the Intelligence Community
Security Clearance Required: TS/SCI w/FSP
Minimum Education: Bachelor's degree, or equivalent work experience.

This position is not designated as a safety sensitive position.
