Job description

Salary Range: $51,035.56- $68,132.47

General Description

This position has the responsibility of conducting on-site inspections all over the City for compliance to the Atlanta Zoning Ordinance and other related codes. Staff employed in this position must also conduct joint inspections with other City of Atlanta agencies for quality-of-life issues. This position also has the responsibility of reviewing and conducting complex research for the documentation of legal non-conforming uses as well as for the approval of City of Atlanta Occupational Tax Certificates. This position must represent the City at public meetings and functions as required and must issue correction notices for violations of the Atlanta Zoning Ordinance and issue court citations for violators for Municipal Court proceedings. The incumbent must ensure that best in class customer service is provided to both internal and external customers, and embrace, support, and promote the City's core values, beliefs, and culture.

Supervision Received

Works under very general supervision. May work independently or with other skilled or semi-skilled workers with responsibility for completion of assigned tasks. Reports to Lead Enforcement Inspector

Essential Duties & Responsibilities These are typical responsibilities for this position and should not be construed as exclusive or all inclusive. Other duties may be required and assigned.

Enforces the zoning ordinance and other applicable laws and codes for the City of Atlanta; verifies non-conforming units, structures, uses, parking, etc. by researching from several sources.

Conduct case reviews and generate statistical reports for executive staff, City Council, the Mayor's Office, inquiries regarding zoning, land use complaints and other code violations.

Prepares court briefs and court case dispositions.

Attend BZA hearings, court hearings and legal meetings when required.

Attend community, neighborhood, and other engagement meetings to perform outreach activities to educate the public on zoning and building code related concerns/complaints.

Provides best in class customer service when responding to telephone calls and office visits from constituents.

Issues correction notices and citations. Inspects, evaluates, and renders decisions of compliance to established zoning ordinances and related building code violations.

Review and approve sign permits in accordance with the zoning ordinances.

Investigates, responds, and resolves citizen's complaints involving potential or possible zoning and building violations.

Issue violation citations and enforce adherence to zoning ordinances and building related codes. Verifies correction of violation.


 

Prepares reports of investigations to include processing of violation letters. Maintains and submits accurate and up-to-date records of inspection activities.

Issues and "Post" notices to permits on construction sites, Stop Work Orders, Working Without Permits violations, and other violations.

Knowledge, Skills & Abilities

Ability to learn zoning and building related codes and ordinances adopted and enforced by the City, including currently adopted zoning codes and ordinances; interpret and apply pertinent federal, state, and local laws, codes and regulations.

Ability to conduct inspections and investigations of zoning violations and prepare detailed and accurate records for use in legal proceedings.

Ability to establish and maintain effective working relationships with associate personnel, the general public, various departments and agencies. Ability to communicate with supervisors and other staff members.

Ability to deal diplomatically in adverse situations; including the ability to secure facts, document information, evaluate data and draw valid conclusions.

Ability to explain departmental procedures to customers to facilitate zoning compliance; directs customers to appropriate divisions for requested services.

Ability of comprehend, interpret and apply code regulations and procedures, as well as departmental policies and guidelines.

Ability to compile, organize, prepare, and maintain an assortment of records, reports and information. Ability to use independent judgment.

Ability to perform the mathematical calculations required by the job.

Ability to utilize and understand computer applications and techniques required by the job.

Ability to work under a minimum degree of stress related to duties that require constant attention to detail and tight deadlines.

Knowledge of zoning regulations and other applicable laws, rules, and ordinances. Knowledge of methods of land descriptions.

Knowledge of legal codes, court procedures, precedent cases, executive orders, etc. Knowledge of the terminology used within the department.

Skilled in organizing daily inspections, inspection files and test reports; detecting code violations within all required building construction; detecting lack of compliance with approved plans and zoning regulations related to historic preservation and/or urban design; analyzing building plans for existing and new structures for code compliance; effective written and oral communication skills; effective organizational skills.

Minimum Qualifications - Education and Experience

Associate degree in construction, engineering real estate, construction management, planning or appropriate related field and two to three years as a zoning inspector or code inspector (equivalent


 

professional experience may be considered for substitution for the required degree on an exception basis).

Licensures and Certifications
  • Required: Valid Georgia Driver's License (must always drive a motor vehicle and maintain a valid Georgia Driver's License)
  • Must hold at least one ICC Certified Zoning Inspector, ICC Property Maintenance, or other ICC Building certification (If not, must obtain an ICC certification within 6 months of employment).

  • Must be able to pass a pre-employment security, drug, and background check for Atlanta Police Department Code Enforcement Agent badge (must always maintain a Special Police license to perform the required job duties).
