Job Description — HR Director


The HR Director is the senior-most Human Resources leader for FoxTrot Aviation Services, a multi-location aviation and facility-detailing services company operating across multiple states in safety-sensitive environments. Reporting to executive leadership, the HR Director owns HR strategy, multi-state employment-law compliance, employment-risk management, benefits strategy, workforce planning, and leadership of the HR team. The role sets policy and direction, advises the executive team, and leads the company's highest-risk employment decisions.


Essential Duties & Responsibilities

HR Strategy & Organizational Leadership

• Develop and execute the HR strategy in alignment with company growth goals and operational needs.

• Advise executive leadership on workforce planning, labor strategy, and organizational structure.

• Lead company-wide HR policy development and HR initiatives across all locations.

• Oversee HR systems, processes, and strategic reporting, and review HR metrics to guide decisions.


Multi-State Employment Law & Compliance Oversight

• Ensure compliance with federal, state, and local employment laws across all operating locations and states.

• Oversee policy updates as laws change (wage-and-hour, leave, pay transparency, and related requirements).

• Provide guidance on complex employment matters and legal risk, coordinating with outside employment counsel when necessary.

• Oversee compliance across FLSA wage-and-hour, OSHA workplace safety, FMLA and state leave, ADA accommodations, and EEOC / anti-discrimination law.

• Lead HR compliance reviews and audits and ensure required documentation is maintained.


Risk Management & Employment Liability

• Identify and mitigate employment-related risk and oversee the company's legal exposure.

• Oversee internal investigations into harassment, discrimination, and workplace misconduct, personally leading high-risk matters.

• Manage litigation risk and coordinate legal responses.

• Partner with insurance providers on employment practices liability (EPLI) coverage.

• Partner with operations leadership to strengthen the safety culture in a safety-sensitive aviation environment.


Benefits Strategy & Vendor Oversight

• Design and manage the overall benefits strategy and long-term benefits planning.

• Lead benefits renewals and broker negotiations and evaluate cost-control strategies for health plans.

• Oversee retirement plan strategy and governance.

• Ensure compliance with ACA reporting, ERISA, and COBRA requirements.


Workforce Planning & Talent Strategy

• Forecast staffing needs, labor costs, and expansion planning, and develop long-term recruitment and retention strategies.

• Analyze turnover, staffing levels, and labor-market trends to inform decisions.

• Establish recruiting strategy and employer branding and set onboarding standards and programs.

• Oversee leadership development, succession planning, and the leadership / compliance training strategy.

• Partner with operations leadership on workforce scalability across locations.


HR Team Leadership

• HR staff and establish HR performance standards and goals.

• Lead HR training initiatives for people managers across the company.

• Ensure consistent, compliant HR practices across all sites and states.


High-Level Employee Relations

• Provide guidance on complex employee-relations issues, disciplinary actions, and terminations.

• Review and approve high-risk terminations and other high-risk employment decisions.

• Oversee sensitive investigations and ensure fair, consistent, and legally sound outcomes

Requirements:

Qualifications


Required

• Bachelor's degree in Human Resources, Business Administration, or a related field.

• Progressive HR experience, including senior HR leadership and team supervision.

• Demonstrated expertise in multi-state employment law and compliance (FLSA, FMLA, ADA, OSHA, EEOC).

• Proven experience owning benefits strategy, broker negotiations, and employment-risk management.

• Strong track record leading investigations and advising executives on complex employee-relations and legal matters.

• Excellent leadership, judgment, and communication skills, with the ability to influence at the executive level.


Preferred

• Master's degree in HR, business, or a related field.

• SHRM-SCP or HRCI-SPHR Certification

• Experience in aviation, transportation, manufacturing, or another safety-sensitive, multi-location industry.

• Experience with DOT/FAA-regulated or drug-and-alcohol testing programs and safety-sensitive workforce compliance.


Supervisory Responsibility

Directly supervises HR staff and provides functional leadership for all HR activity across company locations. Establishes performance standards, develops the team, and ensures consistent HR practices company-wide.
