Job description

QA/QC Manager is responsible for leading the Company's Quality Management System (QMS) and ensuring compliance with applicable industry standards, regulatory requirements, and customer requirements while supporting quality across all business operations.

This position will be responsible for supervising direct reports and will report to the Sr. Director.

Responsibilities:

  • Successfully complete and maintain required vision examinations applicable to this position, including annual near-vision acuity testing and periodic color contrast differentiation testing as required.
  • Develop, implement, maintain, and improve the QMS in accordance with API Q1 and applicable standards.
  • Ensure compliance with API specifications, customer requirements, and regulatory requirements.
  • Develop and maintain quality manuals, procedures, work instructions, and documentation.
  • Lead compliance with API Q1, API-11D1, API-14A, and other applicable standards.
  • Establish inspection and testing plans for incoming, in-process, and finished products.
  • Apply and oversee visual, dimensional, GD&T, pressure, hardness, material verification, functional, and NDT inspection methods.
  • Review inspection records, calibration, certifications, and quality documentation.
  • Lead supplier qualification, supplier audits, performance monitoring, and supplier corrective actions.
  • Plan and conduct internal audits and coordinate API, customer, and certification audits.
  • Lead quality investigations, root cause analysis, and continual improvement initiatives.
  • Support R&D, product qualification, validation, verification, and commercialization of new products.
  • Develop and deliver quality training programs.
  • Manage, mentor, and evaluate QA/QC personnel.
  • Interface with customers/suppliers on quality requirements, audits, and complaint resolution.
  • Establish quality KPIs and drive operational excellence.
  • Conducts all business activities in agreement with CNPC USA’s Core values.
  • Other duties as assigned.

Qualifications:

  • Bachelor's degree in Engineering, Quality Management, Manufacturing, Industrial Engineering, Mechanical Engineering, Electrical Engineering, or a related technical field.
  • Minimum 10 years of progressively responsible experience in quality management, including at least 5 years in a management role overseeing Quality Management Systems (QMS), regulatory compliance, and continuous improvement initiatives with oil & gas manufacturing industry.
  • Experience with:
    • API Q1,
    • API-11D1,
    • API-14A,
    • and related API standards.
  • Must have thorough knowledge and experience with:
    • drill bits, downhole chemicals, completion tools, packers, bridge plugs, frac plugs, and other downhole products.
  • Strong understanding and experience with:
    • machining, heat treatment, coatings, welding, assembly, elastomer applications, and material processing. Supplier quality, audits, CAPA, FMEA, SPC, MSA, Control Plans, and root cause analysis.
  • Expertise in inspection methods including dimensional inspection, GD&T, CMM, pressure testing, hardness testing, material testing, NDT, and functional testing.
  • Proficiency with ERP, QMS, EDMS, PLM, calibration management software and Microsoft Office.
  • Must possess excellent leadership, communication, analytical, and problem-solving skills.
  • Must successfully complete and maintain required vision examinations, including near-vision acuity and color contrast differentiation testing, as applicable to the position and in accordance with CNPC USA procedures.
  • Must successfully pass a comprehensive background check and pre-employment drug screening.
  • Must be legally authorized to work in the United States.


Preferred Qualifications:

  • 15+ years managing quality systems within oilfield equipment manufacturing.
  • Experience with API licensed manufacturing and API Monogram programs.
  • Experience supporting research, engineering, product validation, qualification, and commercialization.
  • Experience managing domestic and international supplier quality programs.
  • Lead Auditor, ASQ CQE, CMQ/OE, or similar certifications preferred.
  • Experience implementing digital quality systems and quality analytics dashboards.
  • Experience supporting global customers and cross-functional engineering and manufacturing teams.

Work Environment:

This job operates in a professional office environment. This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines. The employee is occasionally exposed to a variety of extreme conditions. The noise level in the work environment can be loud.

The physical demands described here are representative of those that must be met by an employee to successfully perform the essential job functions.

While performing the duties of this job, the employee is regularly required to talk or hear. This is largely a sedentary role; however, some filing and the ability to lift 20+ lbs. and bend is required.


Travel:

This position may require overnight international and domestic travel. Local travel between other CNPC USA locations is required.

Supervisory Responsibility:

This position will manage and is responsible for the performance management and hiring of the employees within the department.
