About this role

The Regional QA/QC Manager is primarily located in Saskatoon, SK, requiring travel to various field locations as required. This key role will be a member of the regional leadership team and report to the General Manager.

The successful candidate will be responsible for developing, implementing, and maintaining quality assurance and quality control programs across construction projects, service & FMO and our fabrication facility. This role ensures that all work activities, products, and deliverables comply with company standards, customer specifications, applicable codes, regulations, and industry best practices.

They will guide the project teams in quality management, promote a culture of continuous improvement, and work closely operations, VDC, fabrication, project management, and field personnel to achieve the corporate goal of Excellence in Quality, every time.

Duties & Responsibilities

  • Quality Management Leadership Develop, implement, and maintain the QMS for the Saskatchewan region.
  • Maintain TSASK, ABSA, and CWB certifications. Ensuring that renewals are completed in a timely manner ensuring uninterrupted operations.
  • Maintain compliance with ISO 9001 and other applicable quality standards.
  • Provide mentorship and represent B&M as a subject matter expert in welding and non-destructive testing.
  • Ensure compliance with company quality policies, client requirements, regulatory standards, and contractual obligations.
  • Establish quality objectives, metrics, and other continuous improvement initiatives.
  • Provide leadership and technical guidance on QA/QC matters to project and fabrication teams.
  • Review and approve Project Quality Plans, Inspection and Test Plans (ITPs), turnover packages, and quality documentation.
  • Monitor field construction activities to ensure compliance with approved procedures, specifications, and drawings.
  • Hire, train, mentor and manage field and shop Quality Inspectors, working closely with the project managers to meet project quality needs.
  • Conduct regular site assessments and audits to verify adherence to quality requirements.
  • Investigate quality issues, deficiencies, and non-conformances and implement corrective actions.
  • Support project teams during client inspections, audits, and turnover activities.
  • Liaise with Purchasing and Operations to establish quality requirements and ensure that suppliers and sub-contractors are rated as to their ability to conform.
  • Review Welding Procedure Specifications (WPS), Procedure Qualification Records (PQR), and Welder Performance Qualifications (WPQ) and maintain records to meet program requirements.
  • Develop and register WPS as required to meet project demands.
  • Coordinate and oversee Non-Destructive Examination (NDE) activities.
  • Provide guidance and assist with calculations for hazard assessment on Pneumatic testing.
  • Support resolution of welding and fabrication quality issues.
  • Work with other managers and staff to identify and deliver quality orientations and training needs.
  • Write and maintain various formal quality management documents such as manuals, policies,
  • procedures, plans, checklists and records appropriate to existing and emerging regulator, client and internal needs.
  • Minimize deficiencies and reworks through setting clearly defined quality targets.
  • Interface with regulators and client auditors as required, ensuring ongoing compliance with applicable regulatory requirements, quality standards and client specifications and the execution of corrective actions to maintain quality program registrations.
  • Identify quality training needs across the organization.
  • Deliver quality awareness programs and technical training.
  • Interface with corporate quality teams to collaborate and share information through the company quality library.
  • Other duties as assigned.

Education and Skill Requirements

  • Degree or Diploma in:
    • Mechanical Engineering, Construction Management, or related discipline
    • Quality Assurance / Quality Control
  • Red Seal Journeymen with 10+ years of in Quality related experience

The following certifications/designations are considered an asset:

  • Pressure Boundary experience or certifications (CSA W178.2 Certification- Level 2 Min, National board Certification, American Petroleum Institute)
  • PMP designation
  • CQA designation
  • 10+ years' of QA/QC experience in implementing Quality Programs and interfacing with client and
  • regulatory bodies for CSA B51 Certification
  • Familiarity with ISO 9001 Quality Management Systems
  • Excellent analytical and decision-making skills, with commitment to excellence and high-quality work
  • Knowledge and experience with site safety procedures, including electrical safety standards
  • Proven experience with MS Office (Outlook, Word, Project, Excel)
  • Familiarity with industry standard tools necessary to carry out QA and inspection work
