POSITION GOAL

To instruct school personnel (administrators and clericals) in bookkeeping methods, internal control, paper/cash flow, data entry and system access to account for internal funds and maintain effective internal control; assist administrators and clerical personnel with problem solving, interpretation, communication, and administration of School Board Policies, Standard Practice Bulletins, federal and state laws.

ESSENTIAL PERFORMANCE RESPONSIBILITIES

The Supervisor, Internal Accounts Support shall carry out the performance responsibilities listed below: 

  • Develop curriculum to use as a basis for a six (6) day mandatory in-service instructional program on approved bookkeeping procedures methods, paper/cash flow, data entry and system access, and effective use of internal controls for all new bookkeepers. 
  • Conduct workshops, in coordination with the Human Resource Development Department, to familiarize bookkeepers with changes in laws, regulations and policies governing internal accounts. 
  • Supervise support staff responsible for training delivery, providing assistance to school-based Bookkeepers by phone and on-site visits, and reviewing monthly reports submitted by schools for coding accuracy and budget reconciliation. 
  • Develop technical skills of bookkeepers regarding internal accounts and data management/access by developing programs, workshops, and materials to obtain desired results. 
  • Develop curriculum to in-service practicing and intern administrators in internal accounts (controls, procedures, policies, reports, and authorizing responsibilities). 
  • Provide internal accounts system technical support to school-based bookkeepers by supervising the application of installation and security procedures and resolving system operation and procedural problems, both through on-site visits and by phone. 
  • Maintain liaison with principals regarding bookkeepers' progress and ability to perform required bookkeeping duties.  The Supervisor Internal Accounts Support will informally evaluate bookkeepers during school visits by observing their work habits, compliance with good bookkeeping practices, effective use of internal accounts system, internal controls, correct application of state, federal, and local laws as well as quality of daily, monthly, and annual reports. 
  • Conduct instructional classes, in coordination with the Human Resource Development Department, to teach one back-up clerical person from each school internal accounts bookkeeping procedures, good internal control, handling of cash, bank deposits and familiarization with daily paper flow.  
  • Work individually with bookkeepers, answer questions and recommend source material to further enhance bookkeepers' understanding of subject in question. 
  • Publish periodic communications covering topics of interest related to internal accounts that transpired in the most recent period, or that will transpire in the near future. 
  • Make recommendations for improving internal accounts procedures and update internal accounts manual on an on-going basis. 
  • Review Principals' Monthly Financial Reports for all schools for accuracy and assist bookkeepers with reconciliations as required.  
  • Establish monthly and year-end closing schedule for internal accounts.  Review annual reports for accuracy and prepare consolidated report for inclusion in the District’s annual financial. 
  • Observe the highest ethical principles and use tact and courtesy when analyzing problems and recommending corrective action.  
  • Perform and promote all activities in compliance with the equal employment and non-discrimination policies of The School Board of Broward County, Florida. 
  • Participate in training programs offered to enhance the individual skills and proficiency related to job responsibilities. 
  • Review current developments, literature and technical sources of information related to job responsibilities. 
  • Ensure adherence to safety rules and procedures. 
  • Follow federal and state, as well as School Board policies. 
  • Perform other duties as assigned by the Treasurer. 
MINIMUM QUALIFICATIONS & EXPERIENCE
  • An earned Bachelor's degree from an accredited institution.
  • Minimum four (4) years experience and/or training in the field related to the title of the position.
  • Computer skills as required for the position.
PREFERRED QUALIFICATIONS & EXPERIENCE
  • Degree majors include accounting, business administration, or other field related to the title of the position.   
  • Prior experience in bookkeeping within Broward County School District.  
  • Demonstrated expertise in presenting information before groups and giving guidance and training to individuals.  
  • Bilingual skills.

TERMS OF EMPLOYMENT

Salary and benefits shall be paid consistent with the District's approved compensation plan. Length of the work year and hours of employment shall be those established by the School Board.
