The primary purpose of this position, Supervisory Intelligence Operations Manager, GG-0132-15, is to serve as the Supervisory Intelligence Operations Manager, sharing with the Director the full scope of responsibility for managing the activities of the directorate. Represents the Director officially, and when acting for the Director, possesses the same authority and prerogatives.Qualifications:Ideal Candidate: The ideal candidate for this position is a seasoned leader with mastery-level knowledge of the full spectrum of intelligence operations, functions, and policies. This individual will possess expert-level proficiency in personnel management, including EEO and security regulations, coupled with a comprehensive ability to plan, direct, and mentor a diverse staff through subordinate supervisors. We are seeking a superb strategist who can analyze and adjust work operations to meet objectives within available resources. The perfect candidate will have masterful communication skills, both oral and written, enabling them to resolve complex problems, author concise intelligence products, and deliver compelling presentations to senior decisionmakers. Furthermore, the candidate must demonstrate a mastery-level ability to manage classified materials, rapidly analyze disparate information to make sound and timely recommendations under pressure, and effectively justify their assessments based on mature judgment and extensive experience.
In order to qualify, you must meet the quality experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: Quality experience includes a mastery level of command intelligence functions, operations, and policies with expert knowledge of personnel management, Equal Employment Opportunity policies, and safety regulations to effectively mentor and lead a team through subordinate supervisors.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Mastery knowledge of a comprehensive range of intelligence functions, operations, policies, procedures, and practices and the concepts, theories, and practices of the specialist work performed in the subordinate organizations.
2. Expert knowledge of personnel management, Equal Employment Opporunity, and safety and security regulations, practices, and procedures.
3. Comprehensive ability to plan, organize, and direct the functions and mentor, motivate, and appraise the staff of an organization through subordinate supervisors.
4. Superb ability in analyzing, planning, and adjusting work operations of one or more organizational segments to meet program requirements and objectives within available resources.
5. Mastery skill in communicating effectively with others, both orally and in writing, in working out solutions to problems or questions related to the work, writing clear and concise intelligence products, and delivering written and/or verbal presentations to senior level audiences for decision-making purposes.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Additional Information:
Position is designated special-sensitive and requires eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed.
This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.
The duties of this position meets all requirements as a category 4 designation and shall not be vacated during a national emergency or mobilization without seriously impairing the capability of the parent Federal Agency or office to function effectively. This position must be removed from the Ready Reserve and CAN NOT become a member of the Ready Reserve. (IAW: DoDD 1200.7, "Screening the Ready Reserve,").
Incumbent is subject to work other than normal duty hours, which may change daily due to operational requirements, is subject to after duty hours recall based on operational situations, may be required to carry a phone, or radio, during on and off duty time, and must be prepared to travel on short notice.
Position requires occasional temporary duty travel (CONUS and OCONUS), utilizing any or all modes of commercial and military transportation. Requires possessing and maintaining valid State Driver's License to enable operation of government and privately-owned vehicles.Education:IF USING EDUCATION TO QUALIFY: If position has a positive degree requirement or education forms the basis for qualifications, you MUST submit transcriptswith the application.
