Summary
About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at INSCOM National Ground Intelligence Center in Charlottesville, Virginia.

  • Develops and implements concepts, policies, plans, and procedures necessary to manage the day-to-day execution of the Defense Watchlist or Defense Intelligence Analysis Program Production.
  • Supervises an all-source intelligence production branch responsible for managing activities concerning Identity Intelligence analysis and information.
  • Responsible for planning, directing, controlling, reviewing and evaluating the work of all-source analysts who develop finished intelligence products focused on individuals, human networks and populations of intelligence interest.
  • Reviews operations, evaluates program effectiveness by review of reports, and discussion with subordinates.
  • Provides authoritative advice and policy guidance, acts as a spokesperson for the organization, and obtains support and interagency concurrence for the organization's programs and priorities.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
  • Must be able to obtain and maintain a Top Secret (TS) security clearance based on a TS investigation/Single Scope Background Investigation (SSBI) with eligibility for sensitive compartmented information (SCI).
  • Requires Temporary Duty (TDY) travel up to 25% of the time.
  • All INSCOM employees may be subject to extended TDY or worldwide deployments during crisis situations to perform mission essential functions as determined by management.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized experience is defined as experience planning and executing biometrically-derived intelligence analysis on foreign state and/or non-state ground forces; planning and implementing policies and procedures to develop intelligent program initiatives; and/or delivering analytic findings, in both verbal and written form, to a wide range of audiences.

Progressively responsible experience is that which has included intelligence-related research, analysis, collections and /or operations. This experience should have included intelligence analysis and/or production, intelligence collection and/or operations, counterintelligence, or threat support directly related to the position to be filled. This experience should demonstrate: Knowledge of intelligence processes, cycle and organizations; Knowledge of and/or ability to use research tools such as library holdings, photographs, statistics, graphics and maps; Knowledge of the systems, procedures and methods of analyzing, compiling, reporting and disseminating intelligence data; and/or Knowledge of organization(s) for and methods of collecting and analyzing intelligence data.
