Job description

PCSI is looking for a Capture Manager to join our Business Development team and help grow our portfolio of federal government service contracts. In this role, you'll identify and evaluate new contracting opportunities, gather customer and market intelligence, and work closely with business development and proposal teams to shape strong pursuit strategies well before an opportunity is released.
This role requires a strong understanding of the federal government contract landscape and the ability to build and leverage relationships with government agencies. We're looking for someone who is resourceful and energized by uncovering the intel and connections that help turn viable opportunities into successful bids.
How You'll Work:
  • Based at the Corporate Headquarters office in south Austin, TX when not traveling.
  • Travels regularly, up to 40%.
  • Monday-Friday hybrid schedule, up to 2 days per week remote.
  • Must be located in the Austin, TX metro area.

What You'll Do as Capture Manager:
  • Leads capture activities for assigned opportunities from qualification through proposal submission by developing win strategies, customer intelligence, competitive positioning, teaming approaches, and solution recommendations.
  • Develops capture plans, pursuit roadmaps, win strategies, opportunity action plans, and bid/no-bid recommendations for assigned pursuits, including presentation of capture assessments and business cases to leadership.
  • Analyzes customer requirements, acquisition strategies, evaluation criteria, and competitive factors to support pursuit planning and develop win themes, discriminators, customer messaging, and opportunity positioning strategies.
  • Identifies pursuit risks, capability gaps, and competitive challenges and develops mitigation strategies.
  • Conducts and maintains customer research, market analysis, competitor assessments, incumbent analysis, opportunity intelligence gathering, and price-to-win assessments to support pursuit strategy and positioning decisions.
  • Monitors acquisition forecasts, procurement activities, and emerging requirements to identify pursuit opportunities.
  • Identifies and evaluates teaming partners, subcontractors, and strategic alliances and supports development of teaming strategies, workshare approaches, and partner engagement plans.
  • Supports negotiation of NDAs, Teaming Agreements, and other pursuit-related partnership documentation.
  • Supports recruitment discussions, key personnel identification efforts, and solution staffing activities for assigned pursuits.
  • Leads or participates in Color Team reviews according to the Business Development Lifecycle - Black Hat and Blue Team Strategy sessions, Green, Pink, Red, and Gold reviews, ensuring capture strategy, customer intelligence, competitive positioning, and pursuit direction are effectively transitioned into proposal development.
  • Researches, develops, and writes technical content for technical and management documents as required for proposals and contracts.
  • Maintains capture documentation, opportunity records, pipeline data, pursuit metrics, lessons learned, and related business development knowledge assets.
  • Supports continuous improvement of capture processes, tools, and methodologies.

What You'll Need:
Required Qualifications:
  • Bachelor's degree in Business, Marketing, Communications, Management, Public Administration, Operations, or a related field; or an equivalent combination of education and experience.
  • Minimum five (5) years of progressively responsible experience in capture management, business development, proposal management, operations, federal contracting, or related disciplines.
  • Federal contracting experience with an understanding of federal acquisition regulations (FAR).
  • Experience using SAM.gov for researching contracting opportunities.

Preferred Qualifications:
  • Prior US Military service or experience working within other federal agencies such as DoW, DHS, or GSA.
  • Formal Capture / Proposal Training through Shipley or other industry standard training.
  • Experience using AI tools to support job-related research, analysis, content development, and process improvement.

Knowledge, Skills and Abilities:
  • Requires proficiency in Microsoft 365 applications, SharePoint, CRM systems, market research tools, and related business development platforms.
  • Knowledge of capture management principles, business development processes, opportunity qualification, and pursuit planning practices.
  • Knowledge of federal acquisition vehicles, including GWACs, IDIQs, BPA structures, schedules, and other government procurement methods.
  • Strong analytical, research, competitive assessment, and problem-solving skills.
  • Ability to develop win strategies, opportunity plans, competitive positioning approaches, and pursuit recommendations.
  • Strong written and verbal communication skills with the ability to communicate effectively across all levels of the organization.
  • Ability to build productive relationships with customers, partners, subcontractors, consultants, and internal stakeholders.
  • Ability to coordinate multiple concurrent opportunities and competing priorities.
  • Ability to facilitate strategy discussions, pursuit reviews, and solution-development activities.
  • Ability to analyze customer requirements, market conditions, and competitive landscapes to support informed decision-making.
  • Ability to exercise sound judgment and professionalism when handling sensitive or confidential information.

Other Requirements:
  • Ability to pass criminal, financial, drug, and driving screenings.
  • May need to possess a valid driver's license for company vehicle use.
  • May require the ability to obtain and maintain a US security clearance. Additional clearances may also be required from the DoW and other federal agencies.
  • Ability to travel regularly (up to 40%) in support of customer engagement, market research, site visits, conferences, and business development activities.
  • Ability to occasionally work extended hours to support capture activities, pursuit deadlines, and business development requirements.
