Job Summary

The Behavioral Health Clinical Manager provides clinical oversight of all behavioral health services within the residential treatment and behavioral health programs. This position works in close collaboration with the Program Director to ensure the delivery of high-quality, integrated, and trauma-informed care for youth/young adults experiencing homelessness and co-occurring behavioral health needs. The Behavioral Health Clinical Manager ensures all services are clinically appropriate, evidence-based, and compliant with Alaska state regulations, Medicaid requirements, and agency policy.

Key Responsibilities:

  • Provide clinical oversight of all behavioral health services, including substance use disorder and co-occurring mental health treatment.
  • Work side-by-side with the Program Director to ensure alignment between clinical services and overall program operations.
  • Supervise and provide clinical guidance to counselors, and other behavioral health staff.
  • Review, approve, and monitor all client treatment plans to ensure they are individualized, measurable, and clinically appropriate.
  • Ensure compliance with all documentation standards, including OPUS, DAP notes, HIPAA, and 42 CFR Part 2 regulations.
  • Ensure implementation of evidence-based practices, including trauma-informed care and motivational interviewing.
  • Provide or support direct clinical services, including individual, group, and family counseling as needed.
  • Lead clinical staffing meetings and provide consultation on complex or high-risk cases
  • Support crisis intervention, risk assessment, and de-escalation of client situations.

  • Coordinate with medical, mental health, and community providers to ensure integrated care.
  • Ensure continuity of care through collaboration with external partners, including hospitals, courts, and social service agencies.
  • Provide training, supervision, and performance feedback to clinical staff.

  • Maintain professional and collaborative relationships with community partners and stakeholders.
  • Always represent the organization in a professional and ethical manner.
  • Other duties as assigned.

Minimum Qualifications

  • Masters degree in social work, Psychology, Counseling, or related behavioral health field.
  • Alaska Chemical Dependency Counselor II (CDC II) certification required.
  • Minimum of two (2) years of experience in behavioral health, case management, or clinical services.
  • Experience in clinical supervision or leadership role preferred.
  • Strong understanding of substance use disorders, co-occurring disorders, and trauma-informed care.
  • Experience with treatment planning and clinical documentation compliance.
  • If in recovery, must have a minimum of two (2) years in remission and actively engaged in a recovery program.
  • CPR/First Aid/AED certification or ability to obtain within 90 days of hire.
  • Must pass state and federal background checks.
  • Must obtain and maintain National Provider Identifier (NPI).
  • Valid Alaska Drivers License and ability to be insured under agency policy.
  • Current QAP and NPI status.

Preferred Qualifications:

  • Alaska Chemical Dependency Counselor Supervisor (CDC-S) certification.
  • Experience working in residential treatment settings.
  • Experience working with youth/young adults experiencing homelessness or high-risk populations.
