Position Overview


The Market Manager, Community & Program Operations is accountable for the performance of Housing Connector's Portland market. This role owns local execution, partner engagement, and market-level outcomes, helping ensure Housing Connector delivers measurable housing results while strengthening relationships across the housing ecosystem.


This is a hands-on leadership role for someone who enjoys turning strategy into action. Success requires balancing housing outcomes, partner experience, and operational excellence while working across nonprofit, government, property partner, and internal stakeholders.


Success requires translating partnerships into measurable outcomes and consistently delivering results across a complex network of stakeholders.


The ideal candidate is an action-oriented operator who is comfortable owning outcomes, navigating ambiguity, solving problems, and driving accountability. They can move seamlessly between strategy and execution, building trust with partners while maintaining focus on performance, results, and equitable outcomes.


In Portland, this role offers significant ownership, visibility, and the opportunity to help shape how Housing Connector strengthens its impact market by market.


What Youโ€™ll Own

You are accountable for all three.


To achieve those outcomes, you will:

  • Increase the number of people housed and improve housing stability.
    Increase placements and demonstrate stronger housing stability outcomes for nonprofit, government, and institutional partners.
  • Drive utilization across the property portfolio.
    Increase active unit utilization across partner properties. Keep units full, keep the referral funnel moving, and treat every vacant unit as a problem to solve.
  • Own market health end-to-end.
    Balance growth, partner experience, and measurable outcomes. Continuously improve local operations so delivery is consistent and high quality.
  • Develop and execute the market growth strategy.
    Partner with the Regional Managing Director to develop and execute a market-specific strategy that deepens engagement with community and government partners, expands client stability supports, and increases housing outcomes across the market.
  • Build and strengthen partnerships.
    Identify and develop new partnership opportunities across the public and private sectors. Build and manage long-term relationships with housing providers, community organizations, and key stakeholders. Own the full community partnership experience, turning strong engagement into sustained referral volume, successful placements, and measurable outcomes.
  • Lead the stakeholder experience.
    Serve as the face of Housing Connector in Portland. Deliver an outstanding experience for property, community, and government partners by proactively addressing challenges and resolving issues quickly and effectively. Build trust while maintaining accountability for results.
  • Improve the systems behind the work.
    Work cross-functionally with Product, Property Growth, and Regional teams to identify, implement, and improve the tools and processes that make the market more effective and improve client outcomes. When something isn't working, you solve it, improve it, or elevate it.
  • Lead and support the local team.
    Provide coaching, direction, and performance support aligned with market goals. Foster accountability, collaboration, and continuous improvement.
Requirements:


Skills & Qualifications

  • Experience owning performance outcomes for a market, territory, program, service line, site, or operational function
  • Demonstrated success improving measurable outcomes such as utilization, placements, service delivery, customer success, operational performance, growth, or similar metrics
  • Experience translating strategy into execution and driving results in environments with multiple stakeholders and competing priorities
  • Experience building and managing external partnerships that influence operational outcomes and drive measurable results
  • Experience leading employees, project teams, or cross-functional initiatives
  • Strong judgment, adaptability, and follow-through in complex, real-world environments
  • Ability to build credibility and strong relationships with local stakeholders throughout the Portland region
  • Valid driver's license, proof of auto insurance, and ability to travel locally throughout the Portland area
