Job description


Independently coordinate, schedule and inspect all phases of routine and complex highway construction projects to ensure construction quality in accordance with plans and specifications and provide a quality transportation system for the traveling public.
How you will contribute:
  • Communication: Communicate with VDOT and external support staff. Manage project public relations and respond to public concerns. Proactively notify project support staff and the public of traffic changes, project phase start and finish. Address landowner, business owner, and traveling public concerns regarding project. Coordinate distribution of lane closure notification with Traffic Operations Center, Communications and Residency. Work with contractor to resolve issues.
  • Contract Compliance: Monitor and perform all types of inspections on routine and complex highway projects and provide oversight and guidance to other inspectors. Review the performance of other inspectors and provide direction in support of job growth and development. Ensure construction activities are performed in accordance with contracts, plans and applicable documents to include environmental, erosion and sediment controls, safety, traffic controls, and EEO and DBE guidelines, regulations and permits. Ensure project contract compliance using checklists, spreadsheets, manufacturer recommendations, construction directives, traffic engineering memoranda and materials memoranda to ensure project quality requirements are met. Notify contractor of any non-compliance issues and resolution through documentation. Oversee and perform materials testing to ensure project is constructed to design quality standards. Ensure monthly that all pay items of work performed during that period are paid to the contractor.
  • Project Close-outs: Assist in project close-outs. Maintain as-built drawings.
  • Project Documentation: Track and maintain materials documentation for project. Review and/or prepare detailed DWRs and diaries and correlate to the contractor's scheduled construction activities so VDOT can track individual activities, resources, productivity and efficiencies. Maintain project files. Document daily occurrences, meetings, and communications and correlate to contract documents to provide information on changes in the contractor's scope of work. Issue quarterly CPEs for prime and subcontractors working on project to allow VDOT to evaluate contractor's performance.
  • Project Oversight: Monitor project schedule through progress meetings; notify supervisor when contractors incur schedule variance outside contract allowances. Conduct, document and distribute minutes of project and progress meetings. Review and maintain project budget. Review project item quantities and costs to ensure on-budget project delivery. Project remaining work costs to complete. Ensure all submittals for associated work items have been submitted and approved prior to start of work by reviewing project submittals to verify approval. Determine support equipment needed for project and ensure proper maintenance, use and return.
  • Safety and Environmental Compliance: Ensure work zones are properly established and maintained. Ensure project employees and equipment are performing in compliance with safety practices and directives. Monitor erosion and sediment control measures to ensure compliance and appropriate maintenance. Maintain a clean and organized work environment. Practice safe driving and maintain a clean vehicle interior and exterior.

  • Ability to work in the vicinity and operate devices utilizing low-level ionizing radiation.
  • Ability to work independently.
  • Considerable knowledge of roadway, structure and bridge construction methods, materials, standards and terminology.
  • Considerable knowledge of state and federal safety, environmental, and EEO and DBE guidelines and regulations as they relate to transportation construction.
  • Knowledge of mathematics to include algebra, geometry and trigonometry.
  • Skill in the use of computers and software applications.
  • Skill in the use of engineering and testing equipment.

  • Minimum Qualifications:
  • Ability to communicate effectively orally and in writing with VDOT and contractor personnel and the general public.
  • Ability to read, interpret and analyze roadway, structure and bridge plans, construction contracts and other project management documents.
  • Ability to record and maintain detailed project documentation and prepare reports, forms and correspondence.
  • Ability to work in a team environment.
  • Ability to work independently and oversee and provide technical guidance and training to other inspectors.
  • Knowledge of construction methods, materials, equipment, standards, specifications and terminology.
  • Knowledge of mathematics including algebra, geometry and trigonometry and ability to apply mathematical formulas and engineering principles to determine field adjustments to construction plans.
  • Possession of or ability to obtain required certifications within 12 months of employment and maintain thereafter.
  • Skill in applying state and federal safety, environmental, and EEO and DBE guidelines and regulations related to transportation construction.
  • Skill in the use of engineering and testing equipment, as well as computers and software applications.
  • Valid driver's license.

  • Additional Considerations:
  • A combination of training, experience, or education in Construction or related field desired.
  • American Concrete Institute (ACI) Concrete Field Level I (CCWA) OR WACEL Concrete I Certification.
  • Asphalt Field Level I certification.
  • Asphalt Field Level II certification.
  • CPR with AED, Standard First Aid, and Blood Borne Pathogens (BBP) Combined Course.
  • Completion of fall protection and confined space training.
  • DEQ: Inspector for Erosion Sediment Control (ESC IN) certification.
  • DEQ: Inspector for Storm Water Management (SWM IN) certification.
  • Experience in a broad range of road and bridge construction inspection activities with a DOT or a DOT consultant inspection firm.
  • Experience overseeing the work of others.
  • Experience with inspection of construction projects and activities for roadway construction, maintenance and structures.
  • Guard Rail Installer Training (GRIT).
  • Intermediate Work Zone Traffic Control Safety certification.
  • OSHA 10-Hour certification.
  • Pavement Marking certification.
  • Proficiency in MS Office and AASHTOWare Project (AWP) or other project management software.
  • Radiation Safety USDOT HAZMAT Certification (Nuclear Gauge).
  • Slurry Surfacing certification.
  • Soils & Aggregate Compaction certification.
  • Surface Treatment certification.
