Overview:
The Integrated Building Deployment and Analysis (IBDA) Group within the Buildings and Transportation Sciences Division (BTSD) of the Energy Science and Technology (ESTD) at the Oak Ridge National Laboratory(ORNL) is seeking applicants for a technical professional position that focuses on residential energy audit development and training as well as applied research and development projects related to the implementation of residential weatherization programs. The IBDA Group works to optimize the energy performance of residential buildings and residential weatherization programs through applied research, technical assistance, technology deployment, and program evaluation. The team's comprehensive knowledge of residential buildings and weatherization programs spans multiple building types, auditing systems, and program impacts.
This position is part of ORNL's team that provides technical support to the U.S. Department of Energy's Weatherization Assistance Program (WAP). The WAP is an ~$350M program that reduces energy costs for American households by increasing the energy efficiency of their homes while ensuring their health and safety. The position would support the continued development of and training associated with the Weatherization Assistant suite of audit tools (WAweb) and associated web-based Application Programing Interface (WAweb-API) used by states to implement the program: the National Energy Audit Tool (NEAT) for site-build, single-family homes; the Manufactured Home Energy Audit (MHEA) for manufactured housing; the Multifamily Tool for Energy Audits(MulTEA) for multifamily buildings; and a Health and Safety Audit. This position may also involve conducting research and evaluations related to the implementation of the WAP, including the other household direct cost savings of weatherization, how to weatherize homes safely, and the improvements in work quality within the program.
Major Duties/Responsibilities:
  • Lead the implementation, improvement, and automation of the public-facing technical assistance platform WA Helpdesk.
  • Identify and specify improvements to the existing suite of audit tools, propose improvements for implementation, and oversee final development of approved improvements through a team of software developers.
  • Support the WAP network of WAweb user through the transition of NEAT and MHEA to the use of the Energy-Plus simulation engine.
  • Provide technical assistance and guidance to the WAP Training Providers network.
  • Provide technical assistance and training resources to WAP Grantees, Local WAP implementers (WAweb users), and WAP training centers on the use of the web-based suite of audit tools.
  • Conduct research on the other household direct savings associated with residential measures implemented under the WAP and how the resulting monetary savings would best incorporate into existing WAP implementation.
  • Assist in the research of how to safely perform weatherization, especially weatherization involving vermiculite insulation.
  • Manage the evaluation of efficacy the current quality assurance processes implemented within the WAP implementation in accordance with the Quality Work Plan.
  • Support projects and collaborate with research staff and partner organizations on future research initiatives.
  • Write technical reports, conference papers, and/or scientific journal articles to summarize the results of applied research and evaluations.
  • Present research results to Laboratory staff, sponsors, industry, and academia in the form of invited talks, conference presentations, and peer reviews.
  • Collaborate with program managers, network with related organizations, and interact with existing sponsors on new program development opportunities pertaining to energy audits and weatherization program implementation.

Basic Qualifications:
  • BS in engineering, science or related discipline or MS degree in a scientific, engineering, social science or related discipline with at least five years (BS) or four years (MS) of relevant experience.
  • Minimum of five years of experience with buildings energy efficiency programs, management, or projects.
  • Knowledge of building science, weatherization, and program evaluation.
  • Familiarity with residential energy modeling software and analysis tools.
  • Proficiency in Microsoft Office, with especially high proficiency with Excel.
  • Ability to work creatively and cooperatively as a member of an interdisciplinary research team.
  • Curiosity involving program processes and implementation practices.
  • Strong interpersonal and communication skills to support team building, partnering, leadership, and weatherization network interactions.
  • Excellent oral communication skills to support regular interactions with Laboratory staff, sponsors, states, and weatherization agencies.
  • Excellent written communication skills to support report and proposal writing.
  • Willingness to travel for presentations and key stakeholder in-person meetings.

Preferred Qualifications:
  • Minimum of five years of experience in the Weatherization Assistance Program (WAP) as a trainer, energy auditor, or other weatherization technical professional.
  • Familiarity with Weatherization Assistant Tools (NEAT, MHEA, MulTEA, and H&S Tool).
  • Familiarity with numerical calculations and statistical data analysis.

If you have not resided in the U.S. for three consecutive years, you are not eligible for the PIV credential and instead will need to obtain a favorable Local Site Specific Only (LSSO) risk determination to maintain employment.
