Under the general supervision of the Shop Foreman, the Shop Leadman performs operations in the County Shop as a mechanic and welder to repair and maintain all vehicle and road equipment. The employee diagnoses mechanical problems and performs skilled tasks in mechanical repair and maintenance of gasoline and diesel powered automotive and heavy equipment using standard practices and equipment of the trade. The type of mechanical work performed ranges from simple preventative to complete teardown and rebuild of major components. The employee maintains accurate records of maintenance and repairs, locates and orders replacement parts, and transports heavy equipment to the appropriate location. The employee also performs welding and part fabrication, and goes on service calls.
Examples of Duties / Knowledge & Skills
ESSENTIAL FUNCTIONS: The following list was developed through a job analysis; however, it is not exhaustive and other duties may be required and assigned. ESSENTIAL FUNCTION: Heavy Equipment Maintenance and Repair. Performs general service and/or preventive maintenance on various makes and models of heavy equipment following departmental policies, manufacturer's specifications, manuals and safety guidelines to ensure equipment is in good working condition, is safe to operate, and to prevent mechanical breakdowns of equipment.
  1. Discusses equipment/vehicle malfunctions with operator/driver.
  2. Analyzes, diagnoses and tunes diesel engines including testing, repair and replacement of defective parts or entire assemblies on heavy equipment and other diesels.
  3. Uses a variety of hand and power tools to perform various repair procedures.
  4. Removes, disassembles and rebuilds major units such as engines, transmissions, and differentials; inspects parts for wear.
  5. Repairs or replaces parts such as pistons, rods, gears and bearings.
  6. Overhauls or replaces carburetors, generators, radiators, alternators, starters, distributors and pumps.
  7. Rewires ignition systems, lights and instrument panels.
  8. Turns brake drums, realigns and adjusts brakes, aligns front ends, repairs or replaces shock absorbers.
  9. Repairs and replaces hydraulic lines.
  10. Disassembles, repairs and replaces hydraulic pumps.
  11. Disassembles, replaces and repairs hydraulic cylinders, controls, and valves.
  12. Replaces switchers, lights, brakes, starters, generators, water pumps and other equipment components.
  13. Replaces and adjusts headlights and installs or repairs accessories such as air conditioners, heaters, mirrors and wipers.
  14. Replaces or repairs major components, attachments or implements such as blades, tracks, compressors booms, etc.
  15. Tests overhauled equipment to ensure operation efficiency.
  16. Researches and orders necessary parts for repair work.
  17. Drives service truck to job site for service calls to diagnose equipment problems.
  18. Performs thorough safety inspection of equipment and repair site to ensure all repairs can be conducted safely.
  19. Performs diesel/heavy equipment repairs on job sites as required.
  20. Performs routine safety and maintenance checks before and after using service vehicle.
  21. Performs additional repairs and maintenance as needed.

ESSENTIAL FUNCTION: Vehicle Maintenance and Repair. Performs general service and/or preventive maintenance on various makes and models of County vehicles following departmental policies, manufacturer's specifications, manuals and safety guidelines to ensure equipment is in good working condition, is safe to operate, and to prevent mechanical breakdowns of equipment.
  1. Performs routine maintenance on County vehicles.
  2. Analyzes and repairs vehicle engines.
  3. Installs and maintains heating and cooling units on County vehicles.
  4. Performs repairs on brakes, ignition systems, and transmissions.
  5. Installs and aligns frontends.
  6. Changes, rotates, and balances tires.
  7. Replaces and adjust wind shield wipers and headlights.
  8. Inspects and repairs wheel hubs, rotors and bearings.
  9. Installs radios.
  10. Performs electrical repairs, replaces tail and head light switches, signal lights, bulbs and switches, alternators and switches.
  11. Test, installs and replaces batteries.

ESSENTIAL FUNCTION: Welding. Performs various welding operations to fabricate, repair, and cut materials to repair County vehicles and equipment.
  1. Welds metal parts as specified by layout, welding diagram or work order.
  2. Fabricates metal parts, plates or other structural shapes to facilitate equipment repair.
  3. Repairs broken or cracked frames, bars, plates and other metal objects.
  4. Uses cutting torch as needed for repairs and fabrication.
  5. Fills holes and builds up metal parts.
  6. Operates, inspects and maintains equipment such as oxygen/acetylene and electric arc welder.

ESSENTIAL FUNCTION: General Operations. Performs maintenance activities to ensure repairs are made in the most efficient and effective manner.
  1. Performs maintenance and repair on small engine tools and equipment.
  2. Contacts equipment manufacturers to service equipment when repairs cannot be performed in the shop.
  3. Keeps records of repair and maintenance costs.
  4. Arranges to have vehicles/equipment towed or transported to shop when repairs cannot be completed in the field.
  5. Performs Foreman duties in his absence.
  6. Performs other related duties as assigned.

Minimum qualifications & Requirements
Minimum Qualifications
  1. Eight years of work experience in vehicle and heavy equipment maintenance (diesel and gasoline); or any combination of education, training and experience that demonstrates the above listed knowledge, skills and abilities commensurate with the requirements of this job.
  2. Possession of a current and valid Class B CDL required; Class A CDL is preferred.
  3. Ability to travel throughout the County.
  4. Ability to work overtime, weekends, or emergencies as needed.
  5. Any automotive or diesel mechanic certifications are preferred.
