Job description

CLASS SPECIFICATION
Environmental Technician
GENERAL PURPOSE
Under general supervision, performs general pesticide control functions by applying restricted and non-restricted pesticides in or around school and administrative buildings, facilities and sites; operates medium-sized equipment to maintain and care for lawns and landscape areas; and performs related duties as required.
DISTINGUISHING CHARACTERISTICS
An Environmental Technician is responsible for performing pesticide control functions, including mixing and applying various herbicides, insecticides and fungicides to lawns, landscaped areas and buildings to treat pest, disease and weed problems. An incumbent is responsible for learning and applying governmental regulations related to the use of pesticides and ensuring that the application of pesticides is done in an environmentally safe and effective manner in accordance with all state and federal standards. An incumbent is also responsible for providing lead work direction and monitoring the work of Environmental Assistants.
Environmental Technician is distinguished from Environmental Assistant in that incumbents in the latter class perform the entry level work required for pesticide applications while the former has primary responsibility for pest control functions and monitors the work of Environmental Assistants.
ESSENTIAL DUTIES AND RESPONSIBILITIES
The duties listed below are intended only as illustrations of the various types of work that may be performed. The omission of specific statements of duties does not exclude them from the position if the work is similar, related or a logical assignment to this class. There will typically be an assigned schedule for these duties.
1. Receives work orders; provides work direction and monitors the work of assigned personnel.
2. Mixes and applies various restricted and non-restricted herbicides, insecticides and fungicides; sprays and fogs buildings, sites, facilities, lawns and landscaped areas for weed, pest and insect control; fumigates buildings and facilities; inspects and monitors the health and appearance of turf, trees and shrubbery; diagnoses and treats pest, disease and weed problems; packages, stores and disposes of pesticides and other chemicals in accordance with applicable laws and regulations.
3. Performs preventive maintenance on equipment and tools and makes minor adjustments and repairs; reports the need for major repairs and maintenance.
4. Periodically inspects buildings and grounds for harmful pests; baits, traps and disposes of rodents.
5. Drills through floors and foundations for the control of subterranean termites and carpenter ants.
6. Levels off gopher mounds and treat burrows with restricted bait, as well as use of restricted bait for ground squirrels, rats and mice.
7. Trains other employees in the safe use of restricted and unrestricted pesticides; assist with asbestos identification and monitor sites; monitor and assist District sites in disaster preparation and assist site managers in response technique to identified emergency situations.
8. Writes required reports, assists in development and implementation of plans, handbooks, and programs, and maintains records on pesticide use and hazardous waste program; posts signs and distributes letters regarding pest control activities at District and school sites as needed.
OTHER DUTIES
1. Performs general gardening and maintenance work, including: mowing, edging, trimming and raking lawns; spraying for control of weeds; cleaning and maintaining landscaped areas; operating gang and push mowers, tractors, rollers, skip loaders, trimmers, edgers and weed eaters; operating trucks and vehicles; may pick up litter, garbage and debris from landscaped areas.
QUALIFICATIONS
Knowledge of:
1. Methods and equipment used in pest, weed and insect control and treating plant diseases.
2. Herbicides, pesticides, fungicides and other chemicals used in grounds maintenance.
3. Methods and procedures for application of controlled substances, poisons and sterilants and their effects on target areas, surrounding areas and humans.
4. The safe packaging, storage and disposal of pesticides and other chemicals.
5. Safe work procedures in the use of pesticides and operation of hand and power tools and equipment.
6. Federal and state law, regulations, requirements and standards applicable to the use and storage of pesticides and other hazardous chemicals, including Hazard Communication program standards.
Ability to:
1. Mix and apply specialized chemicals to control and eradicate weeds, insects and other pests.
2. Recognize common plants, plant diseases and insect pests.
3. Operate a variety of power and hand tools applicable to assigned responsibilities.
4. Understand and follow detailed oral and written directions.
5. Maintain records as required by the state and District.
6. Meet Environmental Protection Agency competency standards.
7. Establish and maintain effective working relationships with supervisors, administrators, employees and others encountered in the course of work.
Education, Training and Experience:
Graduation from high school or G.E.D. equivalent; and three years of grounds maintenance experience involving all aspects of pesticide application and rodent control; or some combination of education, training and experience that produces the requisite knowledge and ability.
Licenses; Certificates; Special Requirements:
A valid California Class C driver's license, a good driving record and the ability to maintain insurability under the District's vehicle insurance policy.
A Qualified Applicators Certificate issued by the State/County.
Certificate of completion from the EPA in "Packaging of Waste" is highly desirable.
Maintain appropriate certifications of Asbestos Management Planner and Asbestos Inspector.
Upon acceptance of the District's offer of employment, new hires may be required to complete a baseline physical examination prior to the first day of employment.
