Job description

Job Summary: Patriot Enterprises, LLC is seeking an experienced Program Manager (PM) to lead performance of the Army's Defense Enrollment Eligibility Reporting System (DEERS) / Real-Time Automated Personnel Identification System (RAPIDS) Military Identification (ID) Card, Common Access Card (CAC) and Public Key Infrastructure (PKI) support services requirement. The PM will hold full authority to act on behalf of the company on all matters relating to the daily operation of the task order, serving as the primary point of accountability for performance, task order compliance, and quality control across a geographically dispersed workforce delivering ID card issuance and DEERS/RAPIDS support services.Responsibilities include, but are not limited to:Serve as the single point of responsibility for overall performance of the work under the task order, ensuring compliance with all task order requirements and Performance Work Statement standards.Exercise full authority to act on behalf of Patriot on all matters relating to the daily operation of the task order, including contractual, staffing, and operational decisions.Oversee and enforce quality control program, ensuring consistent, compliant delivery of CAC/DEERS/RAPIDS services across all supported locations.Serve as the primary interface with the Contracting Officer (KO), Contracting Officer's Representative (COR) on all program matters.Provide oversight and direction to subordinate management, including Regional Managers, Alternate Program Manager (APM), and CACMAT Team Manager, to ensure integrated, effective program execution.Apply strong analytical and time management skills to manage competing priorities across a large-scale, multi-site Government services contract.Maintain working knowledge of applicable Government policies, procedures, and regulatory requirements governing CAC/DEERS/RAPIDS operations. Basic Qualifications:Bachelor's degree.Minimum of eight (8) years of relevant experience managing projects of scope to CAC/DEERS/RAPIDS or comparable large-scale, geographically dispersed non-personal services-type contracts.Demonstrated experience managing large-scale Government projects or contracts.Familiarity with Government and Army policies and procedures.Strong analytical and time management skills.Ability to obtain and maintain any security clearance or suitability determination required for the position.Demonstrated ability to communicate effectively with Government and Military leadership.Must be U.S. Citizen.Must speak, read, and comprehend English with fluency required to read and understand printed regulations, detailed written orders, operating procedures, training instructions, etc. Preferred Qualifications:Prior direct program/project management experience on a CAC/DEERS/RAPIDS, or military personnel services program.Experience managing geographically dispersed, multi-site service delivery teams (CONUS and OCONUS).Experience managing OCONUS program elements or coordinating Status of Forces Agreement (SOFA)-related requirements.Familiarity with Army/DoD ID card issuance operations, RAPIDS/DEERS systems, and related Quality Control/Quality Assurance frameworks.Advanced degree in business, management, or a related field.PMP certification or equivalent project management credential.
