Description
Under the general supervision of the Director of Admin Computing Services and Management
Operations and consistent with University and School of Medicine policies and procedures, the
incumbent in this position is responsible for developing, implementing, and utilizing standard
project management processes in order to evaluate, execute, and close Information
Technology projects. In addition, the incumbent in this position manages the Information
Technology project portfolio and is the technical liaison between the Information Technology
teams, vendors, and the departments throughout the School of Medicine and SIU Healthcare.
Examples of Duties
I. Project Management 80%
1. Manage the Information Technology project portfolio.
2. Manage approved Information Technology projects by including proper project
resources, tracking progress, and verifying project closure.
3. Coordinate and participate in the evaluation of proposed information technology projects
to ensure success measures can be obtained.
4. Review, track, and verify the completion of proper agreements and legal documents.
5. Establish and maintain information technology project folders and documentation.
6. Develop, verify, and document an information technology project scope, project task
plan, project test plan, education plan, and timeline with assigned information
technology resources and business function project team members.
7. Manage, coordinate, and document information technology project implementations by
following project plans and meeting project timelines.
8. Guide and support project team members during the implementation of a project plan.
9. Monitor each information technology project's timeline.
10.Document and communicate an information technology project's progress to the project
resources and executives to ensure the project adheres to the schedule.
11.Document and communicate any modifications to an information technology project
which will affect project scope, timeline, or required resources.
12.Monitor information technology project scopes during implementation to prevent
unauthorized project scope modifications.
13.Analyze, manage, and communicate to project resources and executives any risks
encountered during an information technology project implementation.
14.Verify and document the completion of the information technology project's testing plan.
15.Verify and document the completion of the information technology project's education
plan.
16.Verify and document the future support of an implemented information technology
project.
17.Manage and document the closing of the information technology project.
18.Serve as the liaison and advocate between the information technology team members,
vendors, and team members from the School of Medicine and SIU Healthcare
departments.
19.Serve as technical advisor and consultant to School of Medicine and SIU Healthcare
personnel.
II. Technology 15%
1. Assist with development of long and short-term strategic plans for all School of Medicine
technology.
2. Assist with the evaluation of current systems to find integration opportunities,
enhancements, efficiencies, and cost-savings.
3. Assist with selection, procurement, implementation, and integration of project-required
equipment.
4. Assist with the development and implementation of new technologies by contributing to
the conceptualization and design of new and revised systems, methods, and
procedures pertaining to the overall development of information technology within our
organization.
IV. Service 5%
1. Participate on advisory committees both on-campus and with outside entities.
Qualifications
1. High school diploma or equivalent.
2. Any one or any combination totaling six (6) years (72 months) from the following
categories:
o College course work with a concentration in Information Technology (IT), IT
Management, or a closely related discipline, as measured by the following
conversion table or its proportional equivalent;
? 30 semester hours equals one (1) year (12 months)
? Associate's Degree (60 semester hours) equals eighteen months (18
months)
? 90 semester hours equals two (2) years (24 months)
? Bachelor's Degree (120 semester hours) equals three (3) years (36
months)
o Work experience in IT-related functions such as programming, network design,
networking engineering, IT systems integration, or closely related field.
3. Two (2) years of total work experience in a supervisory or lead worker capacity in an IT
environment.
Knowledge, Skills, and Abilities
1. Excellent oral and written communication skills.
2. Knowledge of the systems and operations used within the areas of departments of
responsibility.
3. Ability to oversee and coordinate activities of assigned staff.
4. Ability to effectively communicate with other colleagues, supervisors, administrative
staff, and other campuses/agencies units.
5. Ability to identify and resolve technical and personnel problems.
6. Ability to effectively communicate and professionally interact with all staff levels.
7. Must possess a logical orientation to problem solving.
8. Must have comprehensive understanding of computing practices, methods, principles,
and techniques.
9. Expertise with common office productivity software, electronic mail, and calendaring.
10.Must have ability to plan, coordinate, and implement chronological operations.
11.Possess strong analytical skills.
12.Must possess the ability to act independently, manage multiple ongoing projects, see
tasks through to completion in an orderly and timely fashion, and work well with a team.
