Are you excited by the idea of designing and leading a statewide internship initiative that will shape the future of public service in Virginia?
The Virginia Department of Human Resource Management (DHRM) is seeking a dynamic COVA Internship Connection Program Manager within its Office of Human Resource Consulting Services. The COVA Internship Connection Program Manager leads and coordinates statewide strategy for expanding, strengthening, and improving internship programming across all branches of Virginia state government. This role does not hire interns directly but acts as the Commonwealth's central resource for agency consultation, higher education outreach, intern development programming, and enterprise-wide data collection and reporting. The position introduces innovative internship models, builds partnerships with colleges and universities, enhances the intern experience, creates partnerships with state agencies to support agency internship programs, and advances intern-to-hire conversion. The program manager develops statewide toolkits, facilitates communities of practice, and aligns with Human Resources and leadership partners to ensure consistent, high-quality internship opportunities across the Commonwealth.
Minimum Qualifications
Extensive experience in early-career program management including experience with talent acquisition, learning and development, and project and program management. Ability to build and maintain a strong talent pipeline for internships and early career roles by leveraging networking, social media, and other outreach strategies. Demonstrated success with marketing, branding (including digital branding) and outreach to program partners including higher education. Experience developing and delivering training programs. Strong analytical skills for interpreting data and program effectiveness with significant experience establishing, collecting, and analyzing program metrics. Excellent communication and interpersonal skills. Ability to prepare and manage budgets. Experience supervising interns or staff. Proficient with Microsoft Office Suite or related software. High school graduate or equivalent
Additional Considerations
Coursework in Human Resource Management, Learning and Development, Business, Communications, or other related topics. Human Resources, Learning & Development, Early Career Talent, Coaching and other certifications from the Society for Human Resource Management, Human Resources Certification Institute, Association for Talent Development, National Association of Colleges and Employers, International Coaching Federation or other similar organizations.
