Job description

ABOUT THIS POSITION
The Office of the City Engineer is responsible for overseeing the selection of architects, engineers, and contractors to execute the City's 5-year, $11 billion Capital Improvement Program. The Office of the City Engineer is seeking an enthusiastic, detail-oriented, and high-performing individual to join the team as Information Technology Analyst/Programmer II.
The Information Technology Analyst/Programmer II (ITAP II) works closely with professionals in other technology environments, other business units within the department, and in other City departments; thus, offering opportunities for continued professional growth. The ITAP II position will be part of a team leading the management of the Construction Project Management Information System (CPMIS). CPMIS is based on Oracle Primavera for project management. CPMIS manages 300-plus active projects worth $3 billion. The CPMIS is a key tool for the success of capital and tenant improvement projects. Various stakeholders from several different divisions collaboratively use the platform to manage the projects.
Key duties include and are not limited to:
  • Identifying configuration improvements and defects.
  • Planning, developing, training, and rolling out changes to the CPMIS.
  • Providing ongoing maintenance and troubleshooting of any issues.
  • Developing and maintaining configuration, and security management of the CPMIS.
  • Conducting performance monitoring and system integrity checks in the CPMIS.
  • Managing configuration of business processes, user administration, data views, reports, and dashboards.
  • Implementing necessary corrections in the development environment and migrating changes to the production environment.
  • Collaborating with stakeholders to perform detailed requirements analysis, documenting current and future processes, and managing all aspects of testing and implementation.

  • Analyze, interpret, and present research findings to prepare design specifications.

Knowledge of/in:
  • Unifier System Administration.
  • Research methods and techniques, including structured system analysis and design, and information engineering.
  • Flowcharting, data modeling, process modeling, form design, and control procedures.
  • Capabilities, limitations, and functional applications of information technology.
  • Software unit and integration testing, object-oriented technologies, and/or event-driven concepts.
  • Different types of database organization, access methods, and retrieval techniques.

SALARY
Pay Range: $76,294 to $112,715 annually.
Hiring Range: $76,294 to $107,348 annually.

  • Pay range is the entire compensation range for the position classification.
  • Hiring range is an estimate of where you can receive an offer. The actual salary offer will carefully consider a wide range of factors, including your skills, qualifications, experience, education, licenses, training, and internal equity.
Internal Only: Please understand that this is pay grade 060. If selected, your salary offer will be based on the applicable promotion or demotion worksheet in accordance with the City Pay Ordinance.
  • Promotions occur when the last two digits of the pay grade increase.
  • Demotions occur when the last two digits of the pay grade decrease.
  • Lateral transfers occur when there is no change to the last two digits of the pay grade.
  • When there is a change in the first digit of the pay grade, there may also be a change to your classification or unit.

MINIMUM QUALIFICATIONS
  • Two years of experience in computer applications programming and development and systems analysis.
  • Bachelor's degree in computer science, computer information systems, mathematics, or a related field.
  • Other combinations of experience and education that meet the minimum requirements may be substituted.
  • All finalists for positions are subject to a criminal background check applicable to the department or position.
  • Some positions require the use of personal or City vehicles on City business. Individuals must be physically capable of operating the vehicles safely, possess a valid driver's license and have an acceptable driving record. Use of a personal vehicle for City business will be prohibited if the employee is not authorized to drive a City vehicle or if the employee does not have personal insurance coverage.

PREFERRED QUALIFICATIONS
The minimum qualifications listed above, plus:
  • Two years of experience rolling out and implementing enterprise software applications similar to Oracle Unifier, including planning, configuration, user training, and post-deployment support.
Experience with/in:
  • Working in a government or similarly structured environment, collaborating with a variety of people, managing a demanding workload, and staying self-motivated without close supervision.
  • Training staff and users to work with the new systems and ability to demonstrate superior seamless customer service, integrity, and commitment to solving problems associated with new system deployment.
  • Collaborating with colleagues and contributing to team success through guidance and support.
  • Project management and organization, including managing system data entry, validating data accuracy, reviewing reports, and resolving discrepancies.
  • Preparing and delivering written and oral reports to management on project data, including the creation of supporting charts and graphs.
  • Developing quality control processes, creating standards, and monitoring compliance across teams to ensure data accuracy.
