We are seeking a skilled SNS Developer to provide technical configuration, sustainment, automation, and AI-enabled workflow support to the ASPR Center for Strategic National Stockpile (SNS). The SNS Developer will serve as a key technical resource ensuring the operational readiness of protective services reporting systems that underpin the nation's medical materiel preparedness mission. This position is performed on-site in Atlanta, GA
Key Responsibilities Incident Platform Configuration & Sustainment

  • Design, configure, and maintain WebEOC (or equivalent) boards, forms, routing logic, conditional workflows, and structured data fields.
  • Maintain version-controlled configuration documentation, rollback plans, and auditable change records.
  • Implement system changes only after Government review and approval.
Role-Based Access Control (RBAC)

  • Configure RBAC settings consistent with Government-approved access policies.
  • Document and log access changes for Government review; support traceability requirements for Controlled Unclassified Information consistent with NIST SP 800-171 Rev. 3.
AI-Enabled Workflow Enhancement

  • Configure and support Government-approved AI tools for drafting assistance, summarization, structured data extraction, and quality review.
  • Ensure all AI capabilities operate in a human-in-the-loop model; document prompts, configuration settings, workflow integrations, and system boundaries.
  • Maintain logging and traceability of AI-assisted outputs; ensure no AI capability trains on Government data.
Automation & Dashboard Development

  • Develop and maintain low-code workflows and operational dashboards within Microsoft 365 or comparable enterprise environments.
  • Document data sources, transformations, calculations, and maintain data dictionaries.
Technical & Compliance Documentation

  • Develop and maintain a Configuration Baseline Package with version history; create system administration guides and operational runbooks.
  • Map workflows and AI enhancements to OMB Circular A-123 control objectives; prepare monthly internal control documentation including change logs, access review summaries, and audit artifacts.
  • Maintain an AI Use-Case Register documenting purpose, scope, limitations, and human review controls.
  • Support CFR Part 11 validation documentation where system outputs qualify as FDA-regulated electronic records.
  • Support records management consistent with NARA guidance and FAR 52.227-14.
  • Support documentation aligned with OMB A-130 privacy requirements and applicable FedRAMP considerations.
Reporting & Surge Support

  • Prepare a Monthly Report (due by the 5th of each month) covering ticket summaries, system availability, audit log summaries, A-123 documentation, and risk mitigation actions.
  • Develop Section 508-conformant training materials, user guides, and reference materials.
  • Support SNS incident surge operations as authorized by the Government.
Minimum Qualifications

  • Bachelor's Degree or equivalent plus 4 years of directly related experience.
  • Proficiency in a minimum of 2 programming languages (Python strongly preferred).
  • Demonstrated experience with AI tools such as Microsoft Copilot, Gemini, or ChatGPT.
  • Experience with Power BI for operational reporting and dashboarding.
  • Proficiency in Microsoft 365 (M365) tools and enterprise tenant administration.
  • Application administration experience — monitoring, updating, and maintaining enterprise app systems.
  • Experience building low-code automations or BI dashboards in an enterprise or Government tenant.
  • Must be available on-call 24/7; able to respond to mission alerts within 15 minutes and report to the designated location within 90 minutes. Must carry a cell phone at all times.
  • Ability to manage requests from multiple organizations simultaneously and prioritize under pressure.
  • Ability to lift up to 50 lbs.
  • Excellent written and verbal English communication skills and proficiency with Microsoft Office.
  • Strong customer relations skills with a commitment to mission-oriented service delivery.
Preferred Qualifications

  • Experience configuring or administering WebEOC (or equivalent emergency management platform).
  • Genetec Unified Platform Security system experience.
  • Prior experience supporting a federal government agency.
  • Knowledge of Section 508 compliance requirements.
Required Training

All contract employees must complete the following training courses (online, annually) and maintain current completion records in CDC Neighborhood:

Work Schedule & Conditions

Standard schedule: Monday – Friday, 8 hours/day, 40 hours/week. Overtime may be required given the emergency response mission of the SNS and must be approved in writing by Leidos (paid at straight time). Up to 10% travel may be required. All Federal holidays are observed.
