OVERALL DESCRIPTION

All:

Participates in directing the design, development, implementation, operation, and management of the Enterprise Architecture including Network services (LAN/WAN/Internet), Storage Area Networks systems, Enterprise Storage systems, Email Servers, Linux Servers, Windows Servers, Fileservers, Active Directory and Hypervisors. System administration and troubleshooting of enterprise network, server and storage systems. Supervises and manages creation and maintenance of user accounts. Manages and troubleshoots equipment in data centers and remote locations. Manages and troubleshoots client desktop/laptop computing platforms developed for the Authority.

Finance and Supply Chain Management Systems

This position strengthens the core of I.T.'s support for finance and procurement business processes in the areas of procurement, supply chain management, accounts payable, accounts receivable, and the general ledger. As part of an experienced team, the Senior Enterprise Administrator - FSCM Systems extends hands-on, tactical, and strategic management of SEPTA's applications and modules in Infor's Financials and Supply Management (FSM) and Supply Chain Management (SCM) cloud-based environments. The position liaises directly with business process owners and subject matter experts from the Financial Services, General Accounting, and Procurement teams. It translates technical solutions to problems in ways that those stakeholders and their superiors easily grasp, understand, and apply to their daily responsibilities.

Human Capital Management Systems

This position strengthens the core of I.T.'s support for Human Resources and Payroll business processes in the areas of recruitment, onboarding, employee data management, compensation, timekeeping, and payroll. As part of an experienced team, the Senior Enterprise Administrator - HCM Systems extends hands-on, tactical, and strategic management of SEPTA's HCM applications and modules in the cloud-based SAP SuccessFactors and Infor Global Human Resources (GHR) environments. The position liaises directly with business process owners and subject matter experts from the Human Resources and Payroll teams. It translates technical solutions to problems in ways that those stakeholders and their superiors easily grasp, understand, and apply to their daily responsibilities.

Role-Based Security

This position augments SEPTA's data, information, and infrastructure security posture through the logical, business process-oriented management of role-based permissions within enterprise platforms. Under the supervision of Information Technology's Senior Project Leader - Enterprise System Security, this application-forward position serves as first-level support in response to inquiries around access to or permissions for SEPTA's enterprise applications. These applications include but are not limited to SAP's SuccessFactors, Infor's Finance and Supply Chain Management (FSM), Infor's Global Human Resources (GHR), Infor's Workforce Management (WFM), AssetWorks' Fleet Focus, AssetWorks' Linear Focus, and Microsoft 365, e.g., SharePoint Online and Teams.

SPECIFIC RESPONSIBILITIES

Infrastructure Services

  • Manages the research, planning, implementation, and maintenance of the Network (LAN/WAN/Internet) systems, Storage Area Network systems, Enterprise Storage systems, Email Servers, Linux Servers, Windows Servers, Fileservers, Active Directory architecture, and virtualization architectures. Requires coordination and overseeing of assignments with personnel from other sections, including project leaders, system administrators, and support programmers. 
  • Maintains and administers computer networks and related computing environments including systems software, applications software, hardware, and configurations.
  • Protects data, software, and hardware by coordinating, planning and implementing network security measures.
  • Monitors network performances to determine if adjustments need to be made.
  • Confers with network users about solving existing system problems.
  • Establishes practices to meet service level objectives for enterprise network, server and storage systems.
  • Monitors and provides timely management reports concerning implementation of all new initiatives.
  • Coordinates vendor and contractor activities for projects involving enterprise architecture development, and network systems, and server-based computing systems.
  • Coordinates technology infrastructure needs with Project and Technology Services personnel for new and existing application projects, providing technical consultation and support as required.
  • Supports the Technology Refreshment programs for the Authority's network, storage and server equipment, including specification, procurement, imaging, deployment, maintenance and support of new hardware and software. 
  • Performs system administration of enterprise network, storage systems and servers. Performs system administration of user accounts including creation and maintenance. 
  • Manages the development and maintenance of Information Technology practices to meet the requirements of the Authority's Policies and Procedures.
  • Plans, implements, and enforces information security measures as prescribed in the Authority's Security Policy.
  • Supports the Business Continuity plan for Authority's Data Architecture and business-critical computing functions.
  • Supports the operation, workload scheduling and information distribution of the Authority's file sharing system. 
  • Manages the system administration activities for network, storage systems and servers within the Authority's Data Centers, to include evaluation, recommendation, installation, customization, and maintenance of all operating system software.
  • Manages email system management and maintenance, including hardware planning and implementation, software licensing and installation and daily system administration.
  • Manages the efforts to comply with electronic discovery requirements of the Legal Division.
  • Manages a staff development plan to address changing technology knowledge. Implements programs that enhance productivity by elevating the technology skills of the Authority's workforce.
  • Coordinates, liaisons with, trains, and supervises personnel within the Information Technology Department concerning implementation of new technologies and technology upgrades.
  • Participates in the development of the department's operating and capital funding requests. Tracks and monitors all project expenses.
  • Performs other duties as assigned. 
QUALIFICATIONS AND EXPERIENCE
  • B. S. Degree in Information Systems, Computer Science, Engineering or related field and six (6) demonstrated progressively responsible and diversified information technology experience, including several years of managerial/supervisory experience required.
  • An equivalent combination of experience and education (i.e., two (2) years of related experience, equating to one (1) year of formal post high school education) may be considered in lieu of the above requirement.
  • Excellent project management skills required.
  • Excellent analytical, written, verbal and interpersonal skills required.
