Job description


Info-Matrix Corporation is seeking a skilled Medicaid/MMIS Business Analyst to join our team! The ideal candidate must live within commuting distance of Harrisburg, PA and be available 2 days a week to be onsite at our client's office.This is a long-term opportunity.
Candidates will play a critical role in driving requirements, stakeholder engagement, and solution validation across complex Medicaid modules. This role requires strong executive presence, deep domain expertise, and the ability to translate business needs into actionable requirements and test artifacts.
Key Responsibilities
Business Analysis & Requirements Development
  • Identifybusiness scenarios and operational needs and translate them into clear,testable functional requirements.
  • Developwell-structured business requirements using standard Actor-Action-Outcome methodology.
  • Convertbusiness requirements and use cases into detailed test cases, test plans,and test scripts that support business functionality, integration, anduser acceptance testing.
  • Performgap analysis to assess current-state vs. future-state system capabilitiesand recommend solutions.
  • Thoroughlyunderstand and have experience supporting requirements validation,traceability, change impact analysis, and defect resolution throughout theSDLC.
  • Bewell versed, able to articulate the phases and able to discuss experiencewith the SDLC.
  • Hands-onexperience in:
    • Businessrequirements gathering and analysis
    • Businesssystems planning and procedural development
    • Solutionimplementation and validation
    • Problem-solvingand business contingency planning

Stakeholder Engagement & Facilitation
  • FacilitateJoint Application Design (JAD) sessions with end users, businessstakeholders, technical teams, and quality assurance teams.
  • Demonstratestrong executive presence, with the ability to confidently leaddiscussions with senior leadership and customers/stakeholders.
  • Clearlycommunicate complex business and technical concepts to diverse audiences,tailoring messaging based on stakeholder needs.

Leadership & Strategic Thinking
  • Exhibitstrategic thinking by anticipating downstream impacts of requirementsdecisions and aligning work to program-level objectives.
  • Proactivelyidentify risks, issues, and dependencies amongst requirements andcollaborate with leadership to drive resolution.
  • Operateas a self-starter, capable of working independently while alsocontributing effectively within a cross-functional team environment.

Requirements
  • Highdegree of professionalism, accountability, and integrity, including resumeaccuracy and integrity.
  • Mustbe located in Harrisburg area and able to be in the office several times aweek.

Technical & Tool Proficiency
  • In-depthunderstanding of the Software Development Life Cycle (SDLC).
  • Strongexperience converting use cases and requirements into comprehensivetesting documentation.
  • Advancedproficiency with Microsoft Office (Word, Excel, PowerPoint, Visio,ADO)

Domain & Module Expertise
  • Demonstratedbusiness knowledge within a specific MMIS domain or module.
  • Experiencesupporting MMIS Provider Management Modules is required.
  • Abilityto quickly understand Medicaid business processes, policy-drivenrequirements, and system interdependencies.
