Job description

Data Ticket, Inc. is a leading citation processing and adjudication support company headquartered in Irvine, California. We partner with cities, counties, universities, and other public agencies throughout California to administer parking and administrative citation programs while ensuring fair, efficient, and legally compliant hearing processes.


We are currently seeking licensed California Attorneys to serve as Independent Hearing Officers for parking and administrative citation appeals. This flexible contractor opportunity is ideal for professionals with experience in administrative law, code enforcement, parking adjudication, or municipal hearings.

Responsibilities


  • Conduct impartial parking and administrative citation hearings.
  • Review evidence, testimony, agency records, and applicable laws and municipal codes.
  • Conduct hearings in multiple formats, including:
    • In-person
    • Telephone
    • Zoom/virtual
    • Written review hearings
  • Prepare clear and legally defensible written decisions.
  • Maintain hearing records and comply with agency deadlines.
  • Travel to hearing locations as needed.

Northern California

Southern California

  • Orange County
  • San Diego County
  • Surrounding jurisdictions


Minimum Qualifications

  • Active California Attorney license required
  • CPPA 8-Hour Training Certificate required for Parking Hearing Officers
  • Experience working with public agencies in parking, administrative, or code enforcement citation programs
  • Prior experience serving as a Hearing Officer, Administrative Hearing Examiner, or similar adjudicative role preferred
  • Strong analytical, communication, and legal writing skills
  • Ability to maintain impartiality and professionalism in all proceedings

Insurance Requirements

Independent contractors must maintain:

  • Commercial General Liability Insurance ($1,000,000 minimum coverage)
  • Professional Liability / Errors & Omissions Insurance ($1,000,000 minimum coverage)

Data Ticket can provide referrals to insurance brokers familiar with Hearing Officer coverage requirements.
