Hazard Mitigation / Building Resilient Infrastructure and Communities Planner (1099)

Engagement Type Independent Contractor (1099) |

Location: Remote with limited travel to applicant sites as task order requires

Rate $160 per hour (consultant direct rate)

1099 Bench Engagement — Independent Contractor: This is an independent contractor (1099), not W-2 employment. Consultants execute a PSCG Master Independent Consultant Agreement. Consultants set their own hours within defined deliverable deadlines, maintain their own equipment, and are free to work for other clients. No PSCG benefits apply; consultants manage their own taxes, insurance, and retirement.

ABOUT PSCG

Essential Healthcare Solutions LLC is supporting Pinnacle Solutions & Consulting Group (PSCG), an SBA-Certified Service-Disabled Veteran-Owned Small Business (SDVOSB) headquartered in New Braunfels, Texas, in its search for motivated, solution-driven team players eager to embrace the responsibilities of working in a dynamic and professionally rewarding environment.

PSCG maintains Hazard Mitigation Grant Program and Building Resilient Infrastructure and Communities planners for per-task-order engagement supporting post-disaster hazard mitigation planning and project development.

THE ENGAGEMENT

PSCG is building a bench of HMGP and BRIC Planners for per-task-order engagement on federal hazard mitigation planning and project development work following declared disasters.

TYPICAL SCOPE OF WORK

  • Develop or update state and local Hazard Mitigation Plans per FEMA 386 guidance.
  • Scope and develop HMGP and BRIC project applications.
  • Support benefit-cost analysis for proposed mitigation projects.
  • Coordinate with state and local hazard mitigation officers.
  • Advise on integration of mitigation measures into PA Section 406 scoping.

REQUIRED QUALIFICATIONS

  • Bachelor's degree in planning, public administration, emergency management, or related discipline.
  • Minimum seven (7) years of hazard mitigation planning experience.
  • Demonstrated experience with FEMA 386 planning guidance and HMGP/BRIC program requirements.
  • Knowledge of FEMA Benefit-Cost Analysis toolkit.
  • Active clients or portfolio demonstrating genuine independent contractor status.
  • U.S. Citizenship.

PREFERRED QUALIFICATIONS

  • American Institute of Certified Planners (AICP) certification.
  • Certified Floodplain Manager (CFM).
  • Prior state or local hazard mitigation officer experience.
  • FEMA mitigation planning technical assistance experience.

ENGAGEMENT TERMS

  • Engagement under PSCG Master Independent Consultant Agreement.
