Overview

The Director of Marketing, Affordable & Mixed-Income Housing is responsible for leading all marketing-specific proposal and pursuit activities and project-specific marketing efforts for Gilbane Development's Affordable and Mixed-Income and Acquisitions vertical business line. This position sets the strategic direction for vertical marketing and procurement efforts, manages pursuit and marketing team resources, and is accountable for brand presence, proposal quality, pursuit execution to support the development team, budget management, and marketing KPI performance for the vertical.

This role is responsible for strengthening Gilbane Development's ability to compete successfully once target opportunities are approved for pursuit by the development team. This leader will work closely with the development team to help convert identified opportunities into wins through compelling positioning, high-quality proposals, strong interview strategies and materials, and coordinated pursuit execution.

The ideal candidate will bring experience working in or alongside public-sector, affordable housing, and community partnership environments, with the ability to translate complex development strategies into clear, persuasive messaging for agencies, housing authorities, nonprofit partners, community stakeholders, and internal leadership.

Responsibilities

Vertical Marketing Leadership

  • Lead the marketing strategy for the Affordable and Mixed-Income vertical, including positioning, messaging, thought leadership, campaign and PR planning, and market visibility.
  • Develop and maintain a differentiated brand narrative for Gilbane Development's affordable and mixed-income housing platform, emphasizing mission, execution capability, community impact, and partnership strength.
  • Partner with corporate marketing and business-line leadership to align vertical priorities with company brand standards and growth goals.

Proposals, Pursuits, and Procurement

  • Own the end-to-end proposal and procurement process for the vertical, including pursuit strategy, response planning, compliance, content development, interview preparation, and final submission of RFQs, RFPs, qualifications packages, and presentations.
  • Lead pursuit strategy sessions and develop win themes, executive summaries, differentiators, interview messaging, and visual direction for submissions.
  • Ensure consistent quality, brand alignment, and on-time delivery across all pursuit materials.
  • Build repeatable tools, templates, and content libraries that improve efficiency and consistency across pursuits.
  • Partner with the development team to support active pursuits and improve win potential through strong messaging, strategy, and execution.

Business Development Support and Market Positioning

  • Support the Affordable and Mixed-Income vertical in aligning marketing efforts to pipeline priorities and active pursuits.
  • Collaborate with vertical leadership to position Gilbane Development effectively for public-sector, nonprofit, institutional, and community-based opportunities.
  • Provide marketing and pursuit leadership that helps the development team convert qualified opportunities into successful outcomes.
  • Support representation of the vertical business in industry events, conferences, panels, and partner meetings as needed to support brand visibility and strategic positioning.

Affordable Housing Sector Expertise

  • Bring working knowledge of affordable and mixed-income housing delivery models, public-private partnerships, community engagement, and procurement requirements that influence pursuit strategy and messaging.
  • Translate complex development, finance, and community-benefit concepts into clear, persuasive communications for municipalities, agencies, housing authorities, community stakeholders, and capital partners.
  • Ensure pursuit and marketing materials reflect an informed understanding of compliance, stakeholder relations, and neighborhood context.

Team Leadership and Operations

  • Manage vertical marketing and procurement leads and provide strategic direction, coaching, workload prioritization, and quality oversight.
  • Establish KPIs for pursuit performance, brand visibility, and marketing effectiveness; monitor results and adjust strategy as needed.
  • Manage the vertical/project marketing budgets and ensure investments support growth priorities and measurable outcomes.
  • Streamline sales processes and workflows to increase efficiency and productivity.
  • Design and deliver training programs to improve the team's skills and knowledge.
  • Gather feedback from the development team and continuously refine strategies and resources.
Qualifications
  • Bachelor's degree in marketing, communications, business, real estate, urban planning, public policy, or related field.
  • 10+ years of progressive experience in marketing, pursuits/proposals, business development support, or strategic communications, with substantial experience in real estate development, affordable housing, construction, architecture, or adjacent professional services.
  • Demonstrated success leading complex RFP/RFQ/proposal submissions and interview processes.
  • Excellent writing, editing, presentation, and storytelling skills.
  • Experience managing teams, budgets, and cross-functional initiatives.
  • Advanced knowledge and skills in Adobe Creative Suite, PPT, and across the Microsoft platform.
  • Experience supporting affordable or mixed-income housing pursuits.
  • Understanding affordable housing programs, public-sector procurement environments, and community engagement, as well as experience working with or supporting public-sector clients, community-based partners, housing authorities, nonprofit organizations, or similar stakeholder groups is a strong benefit.
  • Familiarity with housing authorities, public agencies, nonprofit partners, and mission-driven capital partners.
  • Experience developing interview strategies, pursuit presentations, and high-impact messaging.
  • Proficiency with proposal management workflows and marketing analytics.
  • Knowledge/use of workflow/project management software, like Asana.

Salary to be determined based on factors such as geographic location, skills, education, and/or experience of the applicant, as well as the internal equity and alignment with the team.

For New York this ranges from $167,000.00 - $200,000.00 plus benefits and retirement program.
