ABOUT THE Division
General description
The Comptroller's office is seeking a Contract Developer in the Statewide Procurement Division. This role performs senior-level contract development work. Work involves developing broad range of large-scope or high-dollar term contracts and non-delegated procurements for state agencies. Work entails: planning, organizing, coordinating, researching specifications/scope of services, preparing and managing the solicitation, evaluation, negotiation and award processes. You would be a great fit for this role if you are self-motivated, resourceful, can successfully manage multiple projects at the same time, can deliver accurate and timely results and work well with a team.
Salary Range:
Contract Specialist III: $5,250.00 - $5,666.67
Contract Specialist IV: $5,833.33 - $6,166.67
Contract Specialist V: $6,750.00 - $7,250.00
Work Hours
8 a.m. to 5 p.m., 40 hour work week, Monday through Friday. May occasionally work evenings, weekends or holiday. Hours may change based on business needs.

Contract Specialist III:
• 60 semester hours or graduation from an accredited college or university with an associate degree.
• Quantifiable years (or combination of) an internship and/or work experience with general business practices, planning and implementation, completing processes, and/or conducting, and analyzing research.
• Experience with research techniques and analytical skills to include collecting, validating the accuracy, examining, and interpreting data.

Contract Specialist IV:
• 60 semester hours or graduation from an accredited college or university with an associate's degree.
• Quantifiable years of work experience with general business practices, planning and implementation, completing processes, having knowledge of applicable laws for local, state or federal rules, regulations and policies regarding contract development and/or contract management, purchasing, supply chain management, contract monitoring, or project management.
• Experience in research techniques and analytical skills to include collecting, validating the accuracy, examining, and interpreting data.
• Intermediate Excel experience, e.g. navigating among sheets in a workbook, importing data from another database to worksheet, creating a pivot table, analyzing datasets using formulas and calculations, etc

• Quantifiable years of experience with planning, developing, drafting, or managing complex contract instruments and application of contracts in a public sector or corporate environment.
• Experience with applicable laws for local, state or federal rules, regulations and policies regarding contract development and/or management, purchasing, supply chain management, contract monitoring, or project management.
• Experience in research techniques and analytical skills to include collecting, validating the accuracy, examining, and interpreting data.

• Experience working complex contacts with contract management, purchasing, project management, and/or providing legal assistance as a paralegal in a public sector or corporate environment.
• Experience in planning, developing, executing solicitations, awarding contracts, or managing contracts per the guidelines and procedures published in the Texas Procurement and Contract Management Guide.
• Experience in using statewide Term Contracts, TXMAS contracts, Open Market processes, the CMBL, and familiarity with the Texas SmartBuy purchasing system.
Substitutions:
Contract Specialist III:
One additional year of (or combination of) an internship and/or quantifiable work experience with general business practices, planning and implementation, completing processes, conducting and analyzing research may substitute for thirty semester hours of the required education, with a maximum substitution of 60 semester hours (two years).
Contract Specialist IV:
One additional year quantifiable work experience with general business practices, planning and implementation, completing processes, conducting and analyzing research and/or having knowledge of applicable laws for local, state or federal rules, regulations and policies regarding contract development and/or contract management, purchasing, supply chain management, contract monitoring, or project management may substitute for thirty semester hours of the required education, with a maximum substitution of 60 semester hours (two years).
Contract Specialist V:
One additional year of quantifiable experience with planning, developing, drafting, or managing complex contract instruments and application of contracts in a public sector or corporate environment may substitute for thirty semester hours of the required education, with a maximum substitution of 120 semester hours (four years).
Licenses/Certifications:
• Certified Texas Contract Developer (CTCD) certification must be obtained within 6 months of employment.
• Certified Texas Contract Manager (CTCM) certification must be obtained within 12 months of employment.
In this role you will:
• Research and analyze product specifications, service specifications and prices. Collect, organize, validate, write, edit, and proofread specification information from state agencies and vendors. Assist in developing standardized specifications and reject items that fail to meet specifications.
• Plan, develop, negotiate, and award solicitations for term contracts and non-delegated procurements for client state agencies. Prepares the scope of work, specifications, and documentation for large-scope, high-dollar, or high-volume goods and services procurements utilizing appropriate procurement methods and performs other related procurement work.
• Gathers, monitors, and analyzes statewide expenditure data from a variety of agency sources, including existing term contracts and non-delegated Open Market solicitations. Conduct needs assessments to identify key commodity or service categories for statewide contracts. Assist with implementing sourcing strategies to ensure sustainable cost and/or cost avoidance savings, economies of scale, and best value in all state procurements.
• Monitor legal and regulatory requirements related to state of Texas contracting and purchasing best practices and regulations. Resolve procurement issues related to solicitations and assist with dispute resolution processes to resolve protests or complaints. Support all statewide and SPD program initiatives, including the statewide HUB program.
• Perform other duties as assigned including but not limited to the following: participates in special projects. May travel as required to conduct pre-solicitation or pre-proposal conferences, pre-award surveys, trade show presentations, or training. May serve on SPD response teams deployed to the Texas Division of Emergency Management's State Operations Center during emergency response events and/or initiate and assist in providing procurement support for state declared emergency management events.
