Develop, implement and constantly review and adapt the company's customs and foreign trade processes and identify and manage related risks in order to ensure compliance with organizational policies and with relevant local, country and international customs laws and regulations
Major Tasks and Responsibilities:
  • Oversee the compliance management related to import courier shipments including shipment monitoring, post entry reviews and documentation, broker partnership, communication and overall management, periodic broker reviews and as needed, process improvement plans.
  • Develop, maintain and conduct internal controls including a training program (computer based and face to face) related to U.S. import compliance and Foreign Trade Zone Compliance.
  • Ability to master and support; 1) The issuance of USMCA (and other free trade agreement) Certificates of Origin in compliance with applicable regulations; 2) The management of data input and reporting in the 3rd party CTPAT database and 3) The Canadian NRI process and the post entry review for Canadian import shipment compliance.
  • Support the U.S. import post entry and documentation reviews in the GTS portal in adherence to regulations and timely filing for U.S. Customs including communications and follow-up with broker inconsistencies, updates and data management.
  • Support the review of the trade compliance email inbox and response to the transactional compliance exceptions and internal customer related requests related to import compliance matters.
  • Support the preparation of periodic compliance reports for U.S. import transactions using the automated commercial environment ("ACE") and/or business analytics tool for compliance reviews and business analysis including the management and oversight of Covestro's import duty payment program to U.S Customs, required reports to Tax related to imports and exports and other periodic business reports.
  • Document and sustain desk level procedures for Trade & Compliance job requirements.
  • Manage the review and response to all company inquiries related to U.S. import compliance including new projects, tariffs, antidumping, valuation and all aspects related to U.S. import compliance.
  • Document and sustain the U.S. Import Policy including the Import Management system, Foreign Trade Zone manual and desk level procedures and process flows for Trade & Compliance job requirements.
  • Manage the implementation of new and on-going U.S import and Foreign Trade Zone procedures by ensuring alignment with internal policy and regulatory requirements.
  • Gather necessary documentation and craft timely response to U.S. CBP Requests for Information (CF 28s) and Notices of Action (CF 29s).
  • Manage bonds necessary for import business and duty drawback business. Work with broker, Treasury, and surety to make any necessary adjustments as they are needed.

Basic Qualifications:
  • Bachelor's degree with 3+ years of experience in international trade compliance

Preferred Qualification:
  • Licensed custom broker

Knowledge and Skills:
  • Working knowledge of U.S. Customs Regulations
  • Ability to educate and train team members on desktop procedures
  • High level of interpersonal skills and ability to engage and communicate with stakeholders at all levels within the organization
  • Must possess strong organizational, quick thinking and problem solving skills and take initiative. Interpersonal skills to work effectively with internal and external customers, team skills, and computer application skills are a must.
  • Lead the responsibility of ensuring desktop procedures are current and utilized
  • Ability to learn and take on additional activities in the trade area providing this position the opportunity to further develop international compliance knowledge
  • Microsoft Office proficiency
  • Ability to work as a team member and support fellow colleagues
