Job description

HealthPartners is hiring a Senior Implementation & Business Analyst. The Senior Implementation & Business Analyst provides strategic leadership across both business analysis and implementation functions for new health plan customers with highly complex plan designs and complex, crossfunctional enterprise initiatives. Depending on business needs and implementation volume, the role may focus more heavily on implementation leadership, business analysis, or a blend of both.

This role is responsible for understanding business problems, facilitating requirements gathering, ensuring business owners deliver solution design, and coordinating implementation activities through rollout. The position serves as a bridge between business, operational, and technical teams, ensuring alignment from problem definition through golive readiness.

The role emphasizes process mapping, change management, coordinated execution, and operational readiness-not technical specification writing or system testing. The individual in this role adapts to shifting priorities, supporting endtoend project lifecycle work when needed, and stepping into targeted phases of analysis or implementation depending on organizational demand.

MINIMUM QUALIFICATIONS: 

  • Education, Experience or Equivalent Combination:
    • Bachelor's degree in Business, Information Services, Communications, Organizational Development, or related field, or equivalent experience.
    • 6-10 years combined experience in business analysis and project/implementation management.
    • Demonstrated ability to shift between strategic analysis and tactical execution.
    • Proven ability to independently manage multiple complex initiatives and competing priorities.
    • Excellent communication, facilitation, and leadership skills, including seniorlevel stakeholder communication.
    • Proficiency in Microsoft Office (Excel, Word, Teams).
  • Licensure/ Registration/ Certification:
    • None Required 
  • Knowledge, Skills, and Abilities:

      • In-depth knowledge of health plan benefit administration and implementation processes.
      • Strong ability to understand business problems, facilitate requirements gathering, and translate needs into actionable plans.
      • Expertise in process mapping, workflow analysis, and operational readiness.
      • Ability to coordinate crossfunctional teams and drive accountability.
      • Comfortable managing ambiguity and shifting between analysis and implementation focus.
      • Ability to interpret federal, state, and industry regulations and summarize key requirements.
      • Ability to synthesize complex regulatory information into clear, actionable insights.
    • Decision Support & Documentation
      • Strong written communication skills for preparing executiveready recommendations.
      • Ability to draft impact summaries, decision support materials, operating assumptions, and project tracking documentation.
      • Skill in presenting risks, options, tradeoffs, and recommended paths forward.
      • Ability to prepare structured reports or submissions when regulatory changes require formal documentation.

ESSENTIAL DUTIES:  

70% - Implementation Leadership & Business Analysis 

  • Lead implementation planning and execution for complex and highimpact new customer implementations. May increase during periods of lower enterprise implementation volume.
  • Lead enterprise and crossportfolio implementation initiatives, including regulatory or policy changes. May increase during periods of lower new customer implementation volume.
  • Lead discovery to understand business problems, currentstate processes, and operational impacts. 
  • Facilitate structured impact analyses and requirements gathering sessions.
  • Develop process maps, workflows, and readiness assessments.
  • Identify gaps, risks, and dependencies early in the project lifecycle.
  • Draft summaries, recommendations, and decisionsupport materials for all project stakeholders, including leadership.
  • Develop and maintain comprehensive project plans with coordinated deliverables, timelines, dependencies, and mitigation strategies.
  • Ensure implementation outcomes align with customer expectations, contractual commitments, and organizational goals.
  • Ensure best practice implementation standards are consistently applied
  • Prepare regulatoryrelated documentation or reporting when required.

20% - CrossFunctional Leadership & Influence

  • Serve as a bridge between business, technical, and operational teams.
  • Coordinate implementation and/or change management work teams to ensure impacted business partners are informed and engaged. 
  • Identify and collaborate with business owners to resolve highrisk issues with operational or customer impact.
  • Prepare executivelevel updates, recommendations, and decisionsupport materials.
  • Represent analysis, assessment, and implementation perspectives in leadership and governance forums.
  • Provide subject matter expertise throughout the project lifecycle.
  • Influence partners to meet commitments and maintain alignment.
  • Establish communication standards for complex initiatives.

10% - Continuous Improvement 

  • Recommend improvements to processes, tools, and implementation practices.
  • Mentor peers, analysts, and project team members.
  • Support RFP and Sales teams by providing analysis and implementation expertise for complex opportunities.
