We are seeking an experienced Enterprise Geographical Information’s System(GIS)Program Administrator to lead the design, operation, and continuous improvement of our global ArcGIS Enterprise platform andUPDM ‑ alignedgeodatabase supporting pipeline, terminal, and operational workflows.

This role serves as the primary technical owner of our enterprise GIS environment—responsible for platform stability, data integrity, authoritative editing, versioning, schema management, and integration with critical operational systems. You will replace outsourced geodatabase maintenance functions and bring fullin ‑ housestewardship to amission ‑ criticalsystem used across Engineering, Integrity, Operations, Maintenance, HSE, and Projects.

A Day in the Life

Platform Ownership & Administration

  • Administer ArcGIS Enterprise, ArcGIS Online, Portal, Server, Data Store, ArcGIS Pro, and mobile apps.
  • Manage user roles, authentication, license pools, and access controls.
  • Oversee DEV/TEST/PROD environments, upgrades, patching, and lifecycle management.
  • Ensure high availability, performance, and security acrossEPO pipelineregions.
  • Perform authoritative editing, versioning, and lineage tracking.
  • Execute structured QA/QC workflows and ensure UPDM compliance.
  • Lead reconcile/post cycles andmaintainaudit‑readydocumentation.
  • Manage schema evolution, domains, subtypes, relationship classes, and feature rules.
  • Conduct compression, indexing, backups, and performance tuning.

Data Integration & Operational Enablement

  • Build andmaintainExtract, Transform, and Load(ETL)pipelines and API integrations.
  • Support key workflows including JBA, valve inspections, CP reference data, IMP visualization, and project alignment sheets.
  • Ensure GIS outputs meet PHMSA, OEMS, and internal stakeholder requirements.

Application Delivery & User Support

  • Publish andmaintainenterprise GIS services, maps, dashboards, and applications.
  • Provide supportand deliver training across Engineering, Integrity, Operations, HSE, and Projects.

Governance, Security & Continuous Improvement

  • Establish and enforce GIS governance, data standards, and publishing workflows.
  • Maintain compliance with PHMSA Part 192/195, IT security, and OEMS governance.
  • Monitor system performance, user adoption, and data quality through dashboards.
  • Communicate platform strategy, roadmap, and performance metrics to leadership.

Required Qualifications

  • Bachelor’s degree in GIS, Geomatics, Geography, Engineering, Computer Science, or relatedfield.
  • 5–10+ years administeringenterprise‑scaleArcGIS environments.
  • Deepexpertisewith ArcGIS Enterprise, ArcGIS Online, SQL Server, and SDE.
  • Hands‑onexperience with UPDM, pipeline/terminal GIS, or regulated asset environments.
  • Strongproficiencyin Python (ArcPy),ModelBuilder, SQL, REST APIs, and ETL tools.
  • Demonstrated experience with versioning, authoritative editing, QA/QC, reconcile/post, and schema management.
  • Strong understanding of PHMSA Part 192/195 and IMP workflows.
  • Excellent communication andcross‑functionalcollaboration skills.

Preferred Qualifications

  • Experience replacing or internalizing outsourced geodatabase maintenance functions.
  • Background supporting GIS for pipeline integrity, corrosion, CP, or operations.
  • Familiarity with PCS, NIMA, SCADA, or similar operational systems.
  • ESRItechnicalcertifications (Enterprise Admin,GeodataManagement, Desktop).
  • Experience with IIS, Azure, hybrid cloud/on‑premarchitectures, and global deployments.
