Job description

The Project Manager (PM) is responsible for the overall management, coordination, execution, and performance of all contract operations relating to facilities operations and maintenance (O&M), public works, utilities management, and base operations support (BOS) services at Naval Support Activity (NSA) Annapolis, Maryland, including services at the United States Naval Academy. The PM and designated alternate, as applicable, shall have full authority to act for the Contractor on all contract matters and shall ensure all services are performed in compliance with contract requirements, NAVFAC standards, Department of Defense (DoD) regulations, safety requirements, quality standards, and Government expectations. The PM shall oversee operational planning, staffing, scheduling, budgeting, quality control, safety compliance, customer relations, subcontractor management, and workforce performance while serving as the primary liaison between the Contractor and Government representatives.
Responsibilities
  • Manage programs and operational activities to ensure implementation and prescribed services are carried out in accordance with specified objectives, contract requirements, and Government standards.
  • Responsible for the successful delivery, execution, and performance of assigned contract operations and support services.
  • Manage planning, scope definition, scheduling, execution, and delivery of facilities maintenance public works, utilities management, pavement clearance, pest control, integrated solid waste management, special events, and transportation activities across all contract technical specifications.
  • Plan, organize, and direct all assigned facilities O&M and utilities management in support of contract requirements.
  • Ensure compliance with NAVFAC standards, DoD regulations, contract requirements, quality standards, and company policies and procedures.
  • Manage schedules, staffing, budgets, subcontractors, and operational performance for both recurring and non-recurring work under fixed-price and cost-reimbursable work efforts.
  • Track progress against milestones, budgetary guidelines, and other performance indicators and prepare reports for Government representatives and senior management.
  • Supervise multi-disciplinary teams, including SCA and CBA employees, ensuring productivity, accountability, and adherence to operational standards.
  • Lead and direct the work of employees and maintain authority for personnel decisions, operational oversight, and workforce management.
  • Develop and implement training programs and initiate corrective actions when necessary to improve operational performance and compliance.
  • Formulate and enforce work standards and review, investigate, and resolve work discrepancies and performance issues.
  • Prepare, review, and submit required reports, inspections, operational documentation, and deliverables accurately and within required timelines.
  • Develop and monitor preventive maintenance schedules for facilities, utilities, equipment, and installed systems, including the Preventive Maintenance (PM) Program and Integrated Maintenance Program (IMP).
  • Oversee daily work activities to ensure timely completion, adherence to quality control standards, and proper documentation of inspections and work performed.
  • Maintain strong collaborative relationships with the Contracting Officer (KO), Contracting Officer Representative (COR), Government stakeholders, subcontractors, vendors, and corporate leadership.
  • Communicate organizational policies, operational goals, and performance expectations to staff and leadership.
  • Coordinate and lead emergency repair efforts and operational responses after hours and on weekends as required.
  • Demonstrate effective verbal and written communication skills in all interactions with Government personnel, employees, and corporate leadership.

Qualifications
  • Must be able to obtain and maintain a favorably adjudicated National Agency Check Investigation (NACI).
  • Bachelor's Degree from an accredited university required. Engineering is preferred; however, Management with specialized experience is acceptable.
  • Minimum of ten (10) years of specialized experience in public works or base operations support.
  • Minimum of five (5) years of experience managing a workforce providing services on BOS contracts of similar size, scope, and complexity, ( at a contract value of $10 million or greater per year, encompassing facility investment/facility management and at least one utilities discipline (electrical, natural gas, wastewater, steam, water, or chiller plant) plus additional base support functions.

Preferred Qualification:
  • Experience managing a workforce of approximately 150 or more personnel.
  • Demonstrated ability to act with full authority for the Contractor on all contract matters.
  • Strong technical background with comprehensive knowledge of NAVFAC facility management standards, operational management principles, and contract administration practices, including NAVFAC MAXIMO (Computerized Maintenance Management System), the Infrastructure Condition Assessment Program (ICAP), Utility Infrastructure Condition Assessment (UICAP), and Utility Infrastructure Risk Assessment (UIRA).
  • Experience managing an Indefinite Delivery Indefinite Quantity (IDIQ) contract with both recurring and non-recurring work is preferred.
  • Demonstrated leadership, organizational, problem-solving, and decision-making abilities.
  • Demonstrated effective verbal and written communication skills.
  • Experience supervising Service Contract Act (SCA) and collective bargaining agreement (CBA) covering workforces is preferred.
