Job description

This position ensures that CHA's housing portfolio of Public Housing, RAD, and Mixed Income remain in good physical, financial, and regulatory condition. The position is responsible for creating, implementing, and monitoring Asset Management policies and processes, and establishing strong compliance practices through layered quality control and compliance mechanisms. Additionally, this role will lead repositioning efforts for CHA's portfolio. This position provides strategic leadership and support to a team of Directors as well as other professional and support staff.

Through the departments they oversee, the Deputy Chief establishes checks and balances for the activities of the Property Operations and Construction Divisions. They function as the liaison between other Agency divisions, ensuring seamless provision of resources to the division. They also represent the interests, needs, and outcomes of the division through direct interface with Owner entities, equity investors, lenders, regulatory bodies, CHA executive team members, community stakeholders, and others as needed.

DUTIES AND RESPONSIBILITIES

  • Direct oversight and leadership of the Asset Management and Compliance departments within the Asset Management division
  • Maintain strong working knowledge of public and affordable housing programs, (including public housing, PBV, RAD, and LIHTC) and well as current industry standards and trends
  • Employ strong quality assurance and quality control measures through evaluation and implementation of systems, procedures and reports that ensure compliance with internal and external obligations
  • Ensure that all software and operating systems produce the strongest quality of data, and that all reports from these systems are accurate, concise, and consistent
  • Establish auditing protocols to provide status and recommendations to practices, policies, and procedures of the Property Operations and Construction departments
  • Identify and implement recommendations for new or revised Asset Management policies, process improvements, new initiatives, or other program efficiencies
  • Oversees the planning and implementation of all major departmental functions including workflow, policy/process/system improvement and appropriate use of technology
  • Serve as a liaison with HUD, other investors (such as City of Chicago, IHDA and LIHTC stakeholders, etc.), to ensure that the Owner entities operate in accordance with established obligations, regulations, and federal, state, and local laws
  • Implement preservation strategies and ensure long-term compliance with HUD regulations once conversion is completed
  • Develop and implement strategic recommendations for asset repositioning, including RAD conversion pathways (e.g., PBV, PBRA, blended approaches)
  • Lead alignment on capital planning, deal structuring, and sequencing of preservations activities
  • Other duties as assigned.

QUALIFICATIONS

Bachelor's degree in Business, Accounting/Finance, or related Real Estate studies with a minimum of 8 years of applicable experience or, applicable trainings and certifications along with a minimum of 10 years of experience in lieu of a degree. Strong professional written, verbal communication and analytical skills. Ability to conduct research and prepare narrative reports and proposals. Ability to comprehend complex contracts and regulatory agreements. Software proficiency in Microsoft Suite and Property/Asset Management software. A valid driver's license, unrestricted insurability, and ability to travel within Chicagoland boundaries up to 75% of the time. Current working knowledge of HUD and CHA regulatory requirements related to Public Housing, PVB, MOD Rehab, RAD, and LIHTC programs as evidenced by stated course completion and/or certification requirements (subject to portfolio assignments, and can change with or without notice)
