The F-35 Joint Program Office (JPO) leads life-cycle management of the F-35 Lightning II, the fifth-generation joint strike fighter serving the U.S. Air Force, U.S. Navy, U.S. Marine Corps, Cooperative Program Partners (CPP), and Foreign Military Sales (FMS) customers across multiple classification levels.

Support includesControlled Unclassified Information (CUI), Special Access Programs (SAP), North Atlantic Treaty Organization (NATO), and Sensitive Compartmented Information (SCI). The F-35 JPO Security Directorate provides full-spectrum, multi-disciplined security support to protect F-35 technology and information across the enterprise and throughout the acquisition and sustainment lifecycle, spanningContinental United States (CONUS) and overseasoperationsglobally.

The role of the Security Specialist Construction Surveillance Technician is to provide on-siteconstruction surveillance support for Sensitive Compartmented Information Facility (SCIF) and Special Access Program Facility (SAPF)construction projects supporting the F-35 JPO Security Directorate, ensuring allconstruction activities comply with Intelligence Community Directive (ICD) 705, ICS 705-1, and applicable DoD physical security standards:

• Perform on-siteconstruction surveillance for SAPF and SCIFconstruction projectsin accordance withIntelligence Community Directive (ICD) 705, ICS 705-1, and applicable Technical Specifications for Sensitive Compartmented Information Facilities

• Monitor and documentconstruction activities to ensure compliance with Government-approvedconstruction security plans and ICD 705 requirements; report all discrepanciesimmediatelyto the assigned Government Program Security Officer (PSO) or Special Security Officer (SSO)

• Assistwith the development ofconstruction security plans,Controlled Area Certificates, fixed facility checklists, and documentationrequiredfor SAPF/SCIF accreditation under ICD 705 and ICS 705-1

• Prepare andmaintainconstruction surveillance records, milestone inspection reports, and daily activity logsin accordance withcontract deliverable requirements and zero-rework quality standards

• Coordinate withconstructioncontractors, subcontractors, and Government personnel on security compliance requirements andconstruction scheduling activities

• Support facility pre-accreditation inspections and coordinate corrective action documentation to achieve first-time pass rates before government acceptance

• Maintain current knowledge of ICD 705, ICS 705-1, and Physical Security Standards for Sensitive Compartmented Information Facilities technical specifications to support evolvingconstruction project requirements

Required Qualifications:

• Bachelor's Degree plus two 5 years ofadditionalwork experience in physical security, SCIF/SAPFconstruction, orconstruction surveillance; ORAssociate's Degreeplus five (5) years of relevant experience; OR seven (7) years of direct hands-on SCIF/SAPFconstruction surveillance experience in lieu of degree

• A minimum of five (5) years of experience performing SCIF or SAPFconstruction surveillancein accordance withICD 705 and applicable technical specifications

• Demonstrated knowledge of Intelligence Community Directive (ICD) 705, ICS 705-1, and Physical Security Standards for Sensitive Compartmented Information Facilities

• Experience preparingconstruction security plans, fixed facility checklists, and accreditation support documentation in support of Government PSO/SSO review and approval

• Ability to work on activeconstruction sites, including accessing elevated work areas withappropriate personalprotective equipment; position requires physical presence onconstruction site for the duration of active surveillance periods

• Top Secret/SAR/SCI clearancerequired
