ProVets Consulting Group, LLC is seeking a Program Analyst I with a high level of professionalism, initiative, and diplomacy to support federal government program managers and contracting personnel within the Department of Energy (DOE). ProVets is a service-oriented and mission-driven firm that helps federal agencies solve complex management, programmatic, and operational challenges.


This position will support the Office of Critical Minerals and Energy Innovation (CMEI) in administering and coordinating Research, Technology, and Economic Security (RTES) review activities associated with funding opportunities, applications, and post-award actions. The position requires strong project coordination, analytical, communication, and organizational skills, along with the ability to work collaboratively across multiple DOE offices and stakeholders.


This position is 100% remote work (outside of the D.C. area), and work hours must align with core business hours in the Eastern Time Zone.

Requirements:

The ProVets Technical Project Monitor will support CMEI RTES activities and assist the CMEI RTES Program Manager in coordinating and administering DOE RTES review processes.


Primary Responsibilities

  • Assist the CMEI RTES Program Manager in processing and documenting DOE RTES Office review requests, including:
    • Phase 1 Pre-Publication RTES Reviews: CMEI funding opportunities including Notices of Funding Opportunity (NOFOs), prize rules, Statements of Objectives (SOOs), and related documentation.
    • Phase 2 Pre-Selection RTES Reviews: Applications recommended for selection or alternate status from NOFOs, prizes, Partnership Intermediary Agreement SOOs, determinations of noncompetitive financial assistance (DNFA) awards, and related actions.
    • Phase 3 Post-Award RTES Reviews: Changes involving Covered Individuals, Covered Entities, Institute and Hub New Memberships / Key Personnel, foreign work waivers, and foreign equipment waivers.
  • Conduct quality conformance reviews of incoming CMEI RTES review requests to ensure compliance with DOE RTES Office requirements, including:
    • RTES disclosure requirements
    • Eligibility documentation
    • Application files
    • NOFO Part 1 and Part 2 requirements
    • Other required supporting documentation
  • Coordinate with CMEI program offices to obtain missing or incomplete information prior to submission to the DOE RTES Office.
  • Upload and maintain all required RTES documentation within DOE RTES Salesforce, SharePoint, and other designated systems.
  • Maintain and track the CMEI RTES database and workflow status for all Phase 1, Phase 2, and Phase 3 review requests.
  • Support the CMEI RTES Program Manager in coordinating RTES-related actions with the DOE RTES Office and CMEI Technology Offices.
  • Assist in developing biweekly meeting materials, leadership briefings, and RTES performance reporting metrics, including:
    • Review duration timelines
    • Volume of RTES reviews requested and completed
    • Documentation quality trends
    • Workflow tracking and status reporting
  • Update CMEI RTES guidance documents, procedures, and internal process documentation to incorporate DOE RTES policy updates and process improvements.
  • Facilitate posting and distribution of updated guidance materials on CMEI internal collaboration platforms, including the CMEI RTES i2 Home Page and Knowledge Hub.
  • Support CMEI webinars, meetings, and outreach efforts to educate program offices regarding RTES review requirements and processes.
  • Provide RTES subject matter support and guidance to CMEI program offices regarding RTES procedures, process flows, disclosure requirements, and documentation standards.
  • Support special assignments, data calls, process improvement initiatives, and other activities as directed by the CMEI RTES Program Manager.

Additional Responsibilities

  • Participate in multi-functional teams and coordinate with DOE Program Offices, Contracting Officers, Grants Management Specialists, and ProVets team members.
  • Communicate professionally with federal stakeholders and provide responsive support regarding RTES workflow status and requirements.
  • Track and communicate status updates, delays, and issues associated with RTES reviews and onboarding actions.
  • Manage multiple assignments simultaneously in a fast-paced federal program environment while meeting established deadlines.

Requirements

  • U.S. Citizen.
  • Bachelor’s degree in Engineering, Science, Public Administration, Business Administration, Project Management, or a related field.
  • Minimum of three (3) years of relevant project management, program coordination, grants management, acquisition support, or federal program support experience. A Master’s degree may substitute for experience.
  • Demonstrated experience supporting federal programs, technology initiatives, research administration, financial assistance, or compliance-related activities.
  • Knowledge of federal acquisition, procurement, grants, or financial assistance processes.
  • Experience tracking data, maintaining workflow systems, conducting analysis, and preparing reports or executive briefings.
  • Strong organizational and analytical skills with exceptional attention to detail.
  • Excellent written and verbal communication skills.
  • Strong interpersonal skills with the ability to collaborate across multiple offices and stakeholder groups.
  • Proficiency in Microsoft Office Suite, SharePoint, Salesforce, and database tracking systems.
  • Ability to manage competing priorities and work independently in a deadline-driven environment.
  • Ability to work collaboratively with ProVets team members to ensure consistent communication and information sharing.

Work Hours and Expectations

  • Consistent, full-time work expected throughout an eight-hour day, Monday through Friday, in a focused and fast-paced environment.
  • Client contacts across multiple U.S. time zones may require flexibility in scheduling to support operational needs and deadlines.
  • Salary will be commensurate with experience and qualifications.
