POSITION DESCRIPTION

A Benefits Coordinator is responsible for managing employee benefit programs, ensuring compliance, and providing support to both employees and HR teams. Roles often involve processing enrollments, maintaining accurate records, resolving issues with insurance providers, and explaining plan options



KEY RESPONSIBILITIES

  • Evaluate and develop benefits packages that are competitive, cost-effective, and aligned with the city’s strategic objectives
  • Manage a variety of group benefit plans including medical, dental, vision, life, disability, and voluntary benefits
  • Design benefits programs to include the best options in health insurance, retirement plans, dental and vision coverage, life insurance, and disability insurance
  • Assists employees with benefits claims issues and plan changes; processes Qualifying Life Events (QLEs) status changes.
  • Maintain up-to-date knowledge of the best insurance plans on the market suited to employees’ needs
  • Design and execute employee and retiree communications related to benefits programs
  • Develop and oversee training sessions for new employees to ensure understanding of their benefits options
  • Serve as the primary point of contact for employees and retirees with questions regarding their benefits


SKILLS AND QUALIFICATIONS

  • Bachelor’s degree in Human Resources, Business Administration, or a related field
  • Proven experience in benefits administration, ideally within a public sector or government environment
  • Strong knowledge of group benefit plans, insurance products, and retirement programs
  • Excellent communication and interpersonal skills to effectively convey complex benefits information
  • Ability to analyze benefits data and market trends to recommend improvements
  • Strong organizational skills and attention to detail
  • Ability to manage multiple projects and prioritize effectively


ESSENTIAL FUNCTIONS


Benefits Administration:

  • Process employee enrollments, changes, and terminations in HRIS and vendor systems.
  • Verify benefit eligibility and ensure accurate payroll deductions.
  • Assist with COBRA administration and compliance requirements.
  • Audit benefit invoices and reconcile discrepancies.
  • Liaison with

Employee Support & Communication:

  • Respond to employee questions regarding benefits plans and coverage.
  • Assist with open enrollment activities, including preparation of materials and scheduling sessions.
  • Prepare and distribute benefits-related communications.

Compliance & Documentation:

  • Maintain accurate and confidential employee benefits records.
  • Ensure compliance with federal and state regulations such as HIPAA and ACA.
  • Assist with preparation of reports and documentation for audits.

Vendor Coordination:

  • Communicate with benefit providers to resolve routine issues.
  • Track and follow up on pending claims or coverage questions.

Administrative Support:

  • Prepare benefits-related correspondence and reports.
  • Support HR team with special projects related to benefits and wellness programs.
Requirements:

Applicants being considered for employment will be required to submit to a fingerprint-based background investigation, which will include a check of the criminal history records of the FBI. Driver Licenses Examiners must meet the background standards outlined in Florida Statute 435.04, and Federal Regulations 384.228 and 1572.103. This includes, but is not limited to, not having any criminal convictions for alcohol or drug-related offenses within 10 years prior to employment and maintaining this throughout employment.
