Job description

We are seeking Program Manager with at least 2 years of experience serving people with developmental disabilities, working with Therap, and completing Individual Support Plans (ISPs).


Position Summary:

This is a full-time position with Hummingbird Care Home. The Program Manager is responsible for management of day-to-day facility operations. They report to the Program Director, ensure adequate staffing at the facility at all times, and supervises the program assigned to ensure the continuous objective analysis of the organization’s compliance with: objectives stated in the individual support plans- including behavior and medical plans so that the needs of individuals served are met; federal, state and local laws and regulations; agency policy and procedures- including all required documentation. The Program Manager also ensures that all staff receives the training required and necessary to deliver quality services. Scheduling for the program and making sure that all the shifts are filled, and accurate staffing is provided for the supported individuals falls under the Program Manager responsibilities as well.


Job Type: Full-Time


Salary: $57,200.00 - $62,400.00 per year


Experience:

  • Management: 2 years (Required)

License/Certification:

  • Valid Driver's License (Required)
  • Current Oregon Intervention System (OIS) Certificate (Preferred)
  • Current CPR/First Aid Certificate (Preferred)

Qualifications:

  • Two or more years’ experience role in a residential or vocational setting serving people with developmental disabilities.
  • Associate degree in Social Work, Special Education, Psychology, or a related field; or equivalent combination of education and experience totaling more than two years.
  • Experienced at writing, reviewing, and implementing ISPs.
  • Ability to review and critique Positive Behavior Support Plans and Nursing Care Plans.
  • Knowledgeable in Oregon Administrative Rules (OARs), updates, and licensing.
  • Assist in developing and implementing documentation systems in compliance with OARs.
  • Must maintain all relevant certification and training requirements.
  • Approved Background Clearance Application, through the State Background Check Unit every 2 years or when the employee's position changes.
  • 3 professional references are required.

Essential Job Functions:

  • Maintain professional relationships with program managers, all team members, and County Case Managers with the goal of ensuring the people we support have the highest quality outcomes of Hummingbird’s and the communities’ services.
  • Develop and implement a system to evaluate the skill, experience, and professional development needs of all staff.
  • Work with staff to develop objective performance measurements across all jobs assigned, to ensure consistent, high-quality evaluation, and goal setting for all employees.
  • Oversee training and orientation of the program’s Direct Support Professionals (DSPs).
  • Mentor other program managers.
  • Assist with problem solving, completion of ISPs, and communication with outside agencies or families/guardians, as needed.
  • Oversee the use of agency resources by each site, including, but not limited to, personnel, vehicles, water, and electricity.
  • Ensure the coordination with agency Registered Nurse and/or Behavior Specialist so client needs are being met on a timely basis.
  • Attend meetings and manager meetings as scheduled.
  • Ensure that actions required as a result of Protective Service Investigations are completed on a timely basis.
  • Assure Quality Assurance so that programs meet all state licensing requirements and are operated at the highest level of care possible by resolving QA reviews and licensing Plans of Improvement.
  • Provide administrative review of General Event Reports (GERs) in a timely manner.
  • Participate in on-call rotation.
  • Provide temporary site management and on-call duties when the program management team is understaffed.
