This Senior Collection Operations Manager Lead is responsible for analyzing how intelligence is collected and refining requirements to ensure mission impact and serves as the technical team lead.  Responsibilities are, but are not limited to: 

  • Document the customers' intelligence information needs, identify gaps, evaluate reporting, and communicate and collaborate with internal and external organizations.  
  • Advise senior decision makers on the application of assets, technical solutions, formulation of intelligence policy, and allocation of resources to affect the collection against the nation's intelligence requirements.  
  • Draft and deliver reports and briefings. 
  • Work with sophisticated databases and computer systems. 
  • Participate in diverse committees and working groups. 
  • Provide operational support to and serve as the conduit of Officers and Consumers supporting HUMINT Operations. 
  • Format, review, quality control, and release Information Intelligence Reports (IIR), according to policies and guidance outlined to meet reporting thresholds.  
  • Coordinate collection issues, priorities, requirements, topics, and concerns to mitigate and maximize mission impact. 
  • Provide detailed input to appropriate boards and panels.  
  • Represent defense HUMINT in agency, defense, and national forums.  
  • Conduct post-IIR publication review and annual IIR reconciliation. 
  • Maintain IIR reporting metrics to assist in the collection management mission.  
  • Utilize available intelligence tools to assist in qualitative and quantitative reviews of platform/collector performance. 
  • Task Intelligence Community Requirements (ICRs) and track Notices of Intelligence Potential (NIP). 
  • Provide input into the integrated collection or operations strategy documents. 
  • Focus on efforts outlined in the Strategic Intelligence Plan, National Intelligence Priority Framework, or National Collection HUMINT Directives according to platform Placement and Access.  
  • Focus IIC Lines of Effort; align Program of Analysis Key Intelligence Questions to the LOEs to ultimately align the appropriate HUMINT collection requirements suitable for mission success. 
  • Draft, edit, and provide input to Operation Directives or HUMINT Collection Requirements supporting all required locations. 
  • Serves as the technical team Lead, representing the team's work to leadership and customers. 
  • Travel required within the National Capital Region (NCR) on an as needed basis for customer or corporate requirements.

Qualifications

Required Qualifications: 

  • Current TS/SCI with ability to pass a polygraph. 
  • Bachelor's Degree with a Minimum of 8 years of applicable work experience. 
  • Possess the technical skills, knowledge, and experience to accomplish the work tasks with minimal oversight. 
  • Possess analytic contacts throughout the IC and capabilities for the assigned area of responsibility or target set. 
  • Leadership experience with a technical team. 
  • Experience developing and presenting technical briefs to leadership at levels up to and including Executive Levels. 
  • Analytical and critical thinking skills to interpret complex data and draw meaningful conclusions. 
  • Familiar with intelligence databases, software, and analytical tools. 
  • Ability to work collaboratively with users and stakeholders throughout the product lifecycle. 
  • Capacity to adapt to changing situations to prioritize tasks effectively. 
  • Good communication (both written and verbal in English), analytical, and problem-solving skills. 
  • Ability to clearly and concisely express multifaceted concepts. 
  • Ability to develop ideas in a logical sequence leading to validated conclusions. 
  • Working knowledge and experience with the basic personal computer, Windows Operating System, and Microsoft Office Suite (Outlook, Word, Excel, PowerPoint) 

Preferred Qualifications: 

  • Ideal candidate will possess an active TS/SCI with polygraph. 
  • Bachelor's degree in Intelligence, Criminal Justice, Political Science, Law Enforcement or other related topics is highly desired. 
  • Master's degree in a relevant field. 
  • Relevant Training and Certifications. 
  • Experience working in the customer environment is preferred. 

Security Clearance:  

This Position requires an Active TS/SCI and the ability to obtain a Poly, US Citizenship is required to hold this clearance.

Target Salary Range$112,000 - $179,000. This represents the typical salary range for this position. Salary is determined by various factors, including but not limited to, the scope and responsibilities of the position, the individual's experience, education, knowledge, skills, and competencies, as well as geographic location and business and contract considerations.
