Job Description
Prescient Edge is seeking a SME CI Targeting Cell Support (Targeting Analyst) to support a federal government client.

Description:
  • Shall develop CI leads, based on the Command Operational Guidance or Region-derived requirements, through open-source and classified source research.
  • Develops targets and target systems for joint lethal and / or non-lethal engagements.
  • Develops target nominations, creates database records, and databases target intelligence products.
  • Produces all source analytic damage estimates and battle damage assessments and assists with combat assessment requirements.
  • Conducts collateral damage estimation, performs target list management, target strategy development, and provides joint target intelligence support to deliberate and dynamic target engagements.
  • Provides recommendations for target prioritization to achieve commander objectives for plans and operations.
  • Provides database nominations, creates and updates database and uploads TMs into databases.
  • Provide the function-specific counterintelligence leads to supported element as a Target Nomination Package.
  • Shall prepare and provide to the supported element Lead Tenders, Operational Support Packages, Program Profiles, and Target Development Packages as appropriate to highlight the operational potential where friendly and enemy elements intersect.
  • Shall provide research, analysis and recommendations regarding liaison efforts with operational and support elements, external intelligence agencies, and external federal law enforcement elements to foster an environment of cooperation and sharing of information to better develop future products. HUMINT leads that are developed out of the CI leads shall be passed to the appropriate HUMINT elements for their consideration.
  • Shall provide CI targeting methodologies training at the Fundamentals of Human Targeting Course (FHTC), up to 12 times a year, to 16 Government personnel per iteration. The contractor shall provide training on CI targeting methodologies to internal and external agencies up to 15 times per year with up to 50 Government personnel per iteration. This training shall assist the organizations on understanding how CI targeting works and the appropriate ways it will be employed.
  • Shall develop CI High Value Individuals (HVIs), based on the ACIC priorities, through open-source and classified source research. The contractor shall provide specialized expertise in qualitative and quantitative analysis to provide an analytically derived, empirically supported, quantitative basis for decisions regarding targeting and other options to enhance the operational effectiveness of network attack efforts.
  • Shall participate in production, indications and warning, targeting, imagery, network analysis, counterintelligence, information operations, foreign disclosure, international engagements and threat analysis. The contractor shall initiate and conduct research efforts; plan, coordinate, and synthesize research to produce all source intelligence products/responses.
  • shall produce or provide support to the production of Lead Tenders, Operational Support Packages, Program Profiles, and Target Development Packages as appropriate to highlight the operational potential where friendly and enemy elements intersect.

Job Requirements
Required Experience:
  • Must have at least twelve years of experience as a CI/HUMINT targeting officer OR a bachelor's degree and completion of a foundational targeting course including: Joint CI-HUMINT Analytical Targeting Course (JCHATC), Operational HUMINT Targeting Course (OHTC)/HUMINT Targeting Tradecraft Seminar (HTTS), or other Intelligence Community (IC) Targeting Officer certification.
  • Must have a minimum of one year of relevant professional experience in one or more areas: China, Russia, Iran, or North Korea.
  • Must have experience using multiple intelligence disciplines in the planning and execution of analytic support to counterintelligence activities.
  • Experience supporting joint/interagency operations is preferred.
  • Must be able to work independently and as a team member in a high-operational-tempo environment.

Required Education:
  • High School Diploma- 30 years of relevant experience with at least a portion of the experience within the last 2 years.
  • Associate's degree- 24 years of relevant experience with at least a portion of the experience within the last 2 years.
  • Bachelor's Degree- 22 years of relevant experience with at least a portion of the experience within the last 2 years.
  • Master's degree- 20 years of relevant experience with at least a portion of the experience within the last 2 years.

Security Clearance:
  • Security clearance required TS/SCI with CI POLY or the ability to obtain CI POLY.

Location:
  • Joint Base Pearl Harbor-Hickam, HI.
