Here's where you come in:
The Child Protection Technical Advisor - Surge Roster provides short-term (1-29 days) child protection and Ending Violence against Children (EVAC) technical assistance, advisory support, capacity strengthening, and surge capacity for Field and Regional Offices operating in stable development contexts.
As a member of the Child Protection Surge Roster, you may be asked to provide technical support in person or virtually. Services provided can include, but is not limited to the following listed below under "Key Responsibilities:"
(Note: The requesting office will provide a detailed Terms of Reference outlining the specific technical support needed with objectives and main deliverables clearly stated).
KEY RESPONSIBILITIES
1. EVAC Strategy Design

• Provide technical support to assess child protection/VAC risks, drivers of violence against children, and strengths and gaps within child protection systems, programmes, and services. Services may include:
• Conducting child protection/VAC assessments, situation analyses, and landscape reviews.
• Facilitating root cause analyses and identifying priority drivers of violence against children.
• Mapping child protection systems, stakeholders, and service delivery mechanisms.
• Undertaking baseline studies, capacity assessments, and contextual analyses.
• Analyzing programme data and evidence to inform programme design and improvement.

End Results
Improved EVAC strategies, programmes, and investments that are informed by high-quality evidence, contextual analysis, and a clear understanding of child protection system strengths, gaps, and priorities.
2. Multi-Sectoral EVAC Programme Design and Adaptation
Provide technical expertise to support design, adaptation, and strengthening of EVAC programmes and interventions that address VAC. Services may include:

• Developing or refining EVAC theories of change, technical approaches, and programme and indicator frameworks.

• Designing EVAC projects, programmes, indicators and implementation plans.

• Adapting evidence-based models and tools to local contexts.

• Supporting integration of child protection across sectors and programmes.

• Incorporating sustainability, systems strengthening, and community ownership approaches into programme design.

End Results
Improved EVAC programmes and investments that are evidence-based, contextually relevant, and integrated across sectors.
3. EVAC Programme Quality Assurance
Provide technical guidance to support EVAC programme quality, implementation effectiveness, and continuous improvement. Services may include:

• Reviewing programme implementation and technical quality.

• Supporting adaptation and implementation of evidence-based PROTECT interventions.

• Developing quality assurance plans, tools, and improvement measures.

• Identifying opportunities to strengthen programme performance and impact.

End Results
Improved EVAC programme quality, effectiveness, and impact through the consistent application of evidence-based approaches, strengthened implementation practices, and continuous improvement processes that enhance outcomes for children and communities.
4. EVAC Monitoring, Evaluation, Research and Evidence
Provide technical support for monitoring, evaluation, research, and evidence-generation activities that strengthen EVAC programme effectiveness and accountability. Services may include:

• Designing monitoring, evaluation, and learning frameworks and systems.

• Developing or adapting assessment and data collection tools.

• Conducting baseline, midline, endline, and evaluation studies.

• Analyzing quantitative and qualitative data and generating evidence-based recommendations.

• Supporting operational research, learning studies, and evidence-building initiatives.

End Result
Stronger evidence-based EVAC programming through enhanced monitoring, evaluation, research, and learning
5. EVAC Capacity Building
Provide training, coaching, mentoring, and technical accompaniment to strengthen the capacity of child protection staff. Services may include:

• Designing and facilitating EVAC technical learning events and training programmes.

• Delivering refresher training on PROTECT (or any sub-component of PROTECT).

• Providing coaching, mentoring, and technical accompaniment.

• Supporting competency assessments and workforce development planning.

End Result
Stronger EVAC capacity and workforce developed
6. EVAC Advocacy, Positioning, and Influencing
Provide technical expertise to support policy, systems, and practice changes that strengthen the protection and well-being of children. Services may include:

• Supporting evidence-informed EVAC advocacy and influencing strategies.

• Developing technical recommendations and EVAC policy messaging.

• Represent World Vision office at external EVAC-related events, conferences, decision-making forums.

End Results
Stronger policies, systems, and investments to prevent and respond to violence against children through evidence-informed advocacy, strategic engagement, and increased visibility of EVAC priorities among key decision-makers and stakeholders.
7. Resource Development and Proposal Support
Provide technical expertise to support EVAC resource mobilization and investment opportunities in child protection. Services may include:

• Contributing technical input to grant proposals, concept notes, and donor submissions.

• Supporting EVAC programme design workshops, including theory of change and problem analysis processes.

• Drafting or reviewing technical narratives and programme frameworks.

• Supporting consortium development and proposal collaboration processes.

End Result
Increased investment in EVAC programming through stronger proposals, programme designs, and technical documentation.
8. Technical Documentation, Learning and Knowledge Products
Provide technical support to document, synthesize, and disseminate evidence, learning, and promising practices from EVAC programming

• Developing case studies, success stories, technical briefs, and learning products.

• Preparing technical reports, evidence summaries, and research publications.

• Documenting promising practices, innovations, and lessons learned.

• Reviewing technical documents and knowledge products for quality and technical rigor.

End Result
Stronger organizational learning and evidence-informed decision-making through high-quality documentation, knowledge products, and the sharing of lessons learned, innovations, and promising practices.
KNOWLEDGE, SKILL AND EXPERIENCE
Required Education, training, license, registration, and/or Certification
Bachelor's degree or equivalent in the fields of child protection, social work, international development, child development, or other relevant degree.
Required Professional Experience

• A minimum of 5 years of experience with a mix of home country and international experience in the field of child protection / EVAC
• Demonstrated understanding of child protection / EVAC principles, standards and best practices
• Experience mentoring and coaching staff to improve CP/EVAC technical quality, as well as mainstreaming in key sectors such as Education, Food Security and Livelihoods, WASH, Health & Nutrition etc.
• Experience in donor related project design and proposal development, including grant acquisition with public and private donors
• Demonstrated experience in developing and facilitating CP/EVAC training across different cultures and language contexts including developing curriculum, session plans and training materials.

Preferred Experience, Knowledge and/or other Qualifications

• Knowledge and understanding of how to apply a child protection systems approach
• Strong understanding of global strategies and frameworks to end violence against children
• Knowledge on legal international conventions related to child protection
• Extremely strong planning and project management skills
• Strong inter-personal communication and collaboration skills
• Strong negotiation, networking, liaison, and donor engagement skills
• Ability to work in a cross-cultural environment

Required Language(s)

• Effective written and verbal communication in English. Other UN languages such as French, Arabic, Spanish, Portuguese, preferred.
