Position Summary
We are seeking an experienced Human Resources Assistant to provide administrative and technical support for federal civilian human resources operations. The Human Resources Assistant will support personnel records management, personnel action processing, Service Computation Date (SCD) validation, HR case file maintenance, research, data management, and personnel and pay related problem resolution.
Essential Duties & Responsibilities
  • Review Official Personnel Folders (OPFs), electronic personnel records, and other supporting documentation to validate employment and service history.
  • Review personnel documentation to validate Service Computation Dates (SCDs) and perform required calculations accurately and in accordance with applicable federal requirements.
  • Establish, organize, maintain, and update hard copy and electronic HR case files. Ensure records and supporting documentation are complete, accurate, properly maintained, and readily accessible to authorized personnel.
  • Research materials involving precedent, case law, and other relevant HR information in support of assigned cases. Coordinate with HR staff regarding the preparation and submission of case related documentation and Requests for Personnel Actions (RPAs).
  • Conduct basic research of federal HR policies, regulations, procedures, and guidance to support HR staff and assigned personnel activities.
  • Review and maintain personnel and HR records; scan, upload, organize, and file documents; enter information into electronic files, databases, and HR systems; and extract data for reports and other business requirements.
  • Assist HR staff with processing personnel transactions and actions necessary to update or change employee personnel records.
  • Independently code and process personnel.
  • Assist with researching and resolving personnel and pay processing issues, including reviewing records, identifying discrepancies, coordinating corrective actions, and supporting HR staff through resolution.
  • Utilize EmpowHR, National Finance Center (NFC) systems, and other applicable HR information systems to process transactions, review personnel information, maintain records, and support HR operations.
  • Review personnel actions, records, and support documentation for accuracy and completeness and identify discrepancies requiring correction or additional research.
  • Work collaboratively with HR specialists and other Government personnel to obtain required documentation, resolve processing issues, and ensure assigned HR actions are completed accurately and timely.
  • Handle sensitive personnel and HR information in accordance with applicable privacy, records management, information security, and agency requirements.

Minimum Education & Experience Requirements
  • US Citizen
  • Associates degree in Human Resources Management, Business Administration, Public Administration, Organizational Management, or a related field, bachelor's degree preferred.
  • Experience: Minimum of four (4) years of professional experience performing human resources support services comparable in scope and complexity to the responsibilities described above
  • Demonstrated experience reviewing and maintaining federal personnel records and processing personnel actions.
  • Demonstrated experience supporting personnel and pay-processing activities.
  • Experience reviewing Official Personnel Folders and supporting documentation for personnel-related determinations and calculations.
