Zantech is looking for an upcoming talented Senior Web Designer/Developer with an Active TS-SCI Security Clearance to lead web support services for the Coast Guard Intelligence Coordination Center, managing multiple classified and unclassified websites containing intelligence products. The position involves converting intelligence documents into web-ready formats, maintaining website functionality, and ensuring compliance with federal accessibility standards while working in a SCIF environment.

General Responsibilities include, but will not be limited to:

  • Provide Web Support Services and Website Administration
  • Layout approximately 50 intelligence products annually using Microsoft Word
  • Convert intelligence products from MS Word to HTML/CSS using Adobe Dreamweaver and XML authoring tools
  • Post HTML, XML, and PDF versions to prescribed websites within 4 hours of approval
  • Ensure valid HTML code with Intelligence Community metadata and XML validation against LNI
  • Perform minor modifications to Coast Guard Intelligence websites in HTML/JavaScript or SharePoint
  • Create JavaScript code to pull data from databases for webpage display
  • Post ICC documents to non-ICC owned websites (~360 annually)
  • Survey customers for website improvement feedback
  • Ensure Section 508 compliance for all web deliverables

Key Responsibilities include, but will not be limited to:

  • Design, redesign, and maintain 4 ICC-owned websites to ensure functionality, uniformity, and compliance with USCG standards
  • Ensure consistent layout, appearance, and navigation across all websites
  • Perform minor updates to dynamic websites built with HTML, JavaScript, or SharePoint
  • Write JavaScript code to dynamically pull and display database content as webpages
  • Conduct website quality assurance and maintain sites free of broken links
  • Product Layout & Publication
  • Layout approximately 50 intelligence publications per year (typically 8-12 pages, range 1-80 pages) using Microsoft Word in accordance with Coast Guard Intelligence standards
  • Review products for accuracy, consistency in formatting, and proper classification markings
  • Ensure no errors including classification issues or mismatched font sizes
  • Web Publishing & Conversion
  • Convert MS Word documents into HTML/CSS using government-provided Adobe Dreamweaver and/or XML authoring tools
  • Post HTML, XML, and PDF versions of approved products to designated websites within four hours of approval
  • Validate XML documents against Library of National Intelligence (LNI) web validator to ensure acceptance
  • Ensure all HTML code includes valid Intelligence Community metadata
  • Implement Section 508 accessibility compliance measures
  • Customer Engagement & External Posting
  • Survey internal and external customers to gather feedback on website improvement and enhanced functionality
  • Present feedback insights to management for continuous improvement recommendations
  • Upload approximately 360 documents per year to at least 4 non-ICC owned websites using web-based submission forms

Required Experience or Knowledge of the following technologies/functions:

  • 5-12 years of relevant web development experience with government intelligence products or similar classified environments/systems

Required Certifications/Education:

  • Bachelor's degree in Computer Science, Web Development, Information Technology, or related technical field
  • Required Post-Hire: DHS Trusted Tester Certification Version 5.0+ (to be obtained within 90 days of contract start)
  • Preferred Certifications:
    • Adobe Certified Expert (ACE) - Dreamweaver and Acrobat Pro
    • Microsoft Office Specialist (MOS) - Advanced Word
    • Certified Web Professional (CWP); CompTIA Security+
    • SharePoint Administrator/Developer certifications
    • Section 508 Accessibility Professional

Required Security Clearance:

  • US Citizenship and the ability to obtain and maintain an active Top Secret/Sensitive Compartmented Information (TS-SCI) or higher clearance, per contract requirements.
